【摘要】：目前,中國(guó)的扶貧開(kāi)發(fā)工作已經(jīng)進(jìn)入攻堅(jiān)克難階段�！吨袊�(guó)農(nóng)村扶貧開(kāi)發(fā)綱要(2011-2020年)》明確指出,連片特困地區(qū)是扶貧開(kāi)發(fā)的主戰(zhàn)場(chǎng)。河北省阜城縣地處黑龍港流域,被列入全國(guó)連片特困地區(qū)扶貧開(kāi)發(fā)的重點(diǎn)縣之一,扶貧開(kāi)發(fā)成為該縣農(nóng)村工作的重中之重。近年來(lái),阜城縣在扶貧開(kāi)發(fā)過(guò)程中形成了具有特色的產(chǎn)業(yè)扶貧開(kāi)發(fā)模式,取得了較為顯著的成效。本研究以此為背景,通過(guò)對(duì)阜城縣扶貧開(kāi)發(fā)現(xiàn)狀的深入調(diào)查,較為全面地闡述分析該縣扶貧開(kāi)發(fā)的經(jīng)驗(yàn)以及取得的成效,同時(shí)指出其不盡完善的方面,提出相應(yīng)的對(duì)策建議,為推進(jìn)該縣扶貧開(kāi)發(fā)上檔次上水平建言獻(xiàn)策,也為同類(lèi)地區(qū)扶貧開(kāi)發(fā)工作的開(kāi)展提供借鑒。本文通過(guò)采用問(wèn)卷調(diào)查法、實(shí)地調(diào)查法、文獻(xiàn)分析法、數(shù)量分析法和歸納總結(jié)法等方法對(duì)資料和數(shù)據(jù)進(jìn)行采集分析,運(yùn)用人力資本理論、制度變遷理論、規(guī)模經(jīng)濟(jì)理論以及農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)理論等相關(guān)理論,分析阜城縣扶貧開(kāi)發(fā)工作的做法和成效,發(fā)現(xiàn)了阜城縣實(shí)施的扶貧開(kāi)發(fā)工作成效卓著,但是同時(shí)也存在著一些還不完善的地方。阜城縣扶貧經(jīng)驗(yàn)主要在于堅(jiān)持發(fā)展扶貧產(chǎn)業(yè),依靠產(chǎn)業(yè)創(chuàng)造財(cái)富,而不僅是救濟(jì)式的給予扶貧資金。阜城縣值得學(xué)習(xí)的地方是建立長(zhǎng)遠(yuǎn)目標(biāo),為了發(fā)展現(xiàn)代農(nóng)業(yè)不斷做出努力,通過(guò)工商資本的投入,加速了現(xiàn)代化的步伐。在種植方式上,阜城縣所采用的間作輪作的多茬種植模式也極富創(chuàng)意,是值得稱道的經(jīng)驗(yàn)。改變了傳統(tǒng)的一茬模式,極大程度的提高了土地資源的利用率,增加了農(nóng)民的收入。雖然阜城縣目前扶貧成效顯著,但是仍然存在一些不盡完善的地方,主要包括對(duì)自然災(zāi)害的應(yīng)對(duì)能力、對(duì)蔬菜產(chǎn)業(yè)品牌建設(shè)、實(shí)力強(qiáng)的龍頭企業(yè)少和產(chǎn)業(yè)化經(jīng)營(yíng)不完善這幾方面。本文通過(guò)剖析不完善的地方,尋找到一些具體的解決方法,為當(dāng)?shù)氐漠a(chǎn)業(yè)發(fā)展建言獻(xiàn)策。本次研究首次以阜城縣為研究范圍,對(duì)其扶貧開(kāi)發(fā)的做法和成效全面總結(jié),挖掘出其依然存在不盡完善之處。本次研究填補(bǔ)了國(guó)內(nèi)專家學(xué)者對(duì)于阜城縣扶貧工作研究的空白,具有較強(qiáng)的理論意義和現(xiàn)實(shí)意義。
[Abstract]:At present, China's poverty alleviation and development work has entered a difficult stage. The outline of China's Rural Poverty Alleviation and Development 2011-2020 is clearly pointed out. As the main battlefield of poverty alleviation and development, Fucheng County in Hebei Province is located in Heilongjiang River Basin and is listed as one of the key counties in poverty alleviation and development in the whole country. Poverty alleviation and development has become the most important task in rural work of this county. In recent years, Fucheng County has formed a characteristic industrial poverty alleviation and development model in the process of poverty alleviation and development, and has achieved remarkable results. This study takes this as the background. Through the in-depth investigation of the current situation of poverty alleviation and development in Fucheng County, this paper comprehensively expounds and analyzes the experiences and achievements of poverty alleviation and development in this county, points out its imperfect aspects, and puts forward corresponding countermeasures and suggestions. In order to promote the county poverty alleviation and development on the level of suggestions, but also for similar areas to carry out poverty alleviation and development work. This paper through the use of questionnaire survey, field investigation, literature analysis. Quantitative analysis and summing up methods to collect and analyze the data, using human capital theory, institutional change theory, scale economy theory and agricultural industrialization management theory and other related theories. By analyzing the practice and effect of poverty alleviation and development in Fucheng County, it is found that the implementation of poverty alleviation and development in Fucheng County has achieved remarkable results. But at the same time there are still some imperfect places. Fucheng County poverty alleviation experience mainly lies in adhering to the development of poverty alleviation industry and relying on industry to create wealth. Fucheng County is worth learning from the establishment of long-term goals for the development of modern agriculture continue to make efforts through the investment of industrial and commercial capital. Speed up the pace of modernization. In terms of planting methods, the intercropping rotation in Fucheng County is also very creative, which is a commendable experience. It has changed the traditional one-crop model. Greatly improved the utilization of land resources, increased the income of farmers. Although Fucheng County has achieved remarkable results in poverty alleviation, there are still some imperfect places. Mainly includes the natural disaster response ability, the vegetable industry brand construction, the strength leading enterprise few and the industrialization management imperfect these aspects. This article through the analysis imperfect place. To find some specific solutions for the local industrial development advice. This study for the first time in Fucheng County for the study scope, to its poverty alleviation and development practices and results of a comprehensive summary. The research fills up the gap of domestic experts and scholars for the study of poverty alleviation in Fucheng County, which has strong theoretical and practical significance.
