【摘要】：開始于20世紀70年代的家庭聯(lián)產承包責任制,在一定歷史條件和歷史時期內極大地調動了農民的生產積極性、豐富了農民物質文化生活,促使了農業(yè)資源合理配置、促進了農業(yè)整體效益的跨越。家庭聯(lián)產承包責任制被公認為中國農業(yè)發(fā)展史上一次歷史性的飛躍。進入新的世紀以來,家庭聯(lián)產承包責任制的弊端不斷顯現(xiàn)出來,主要表現(xiàn)在農村土地小規(guī)模分散經(jīng)營無法適應現(xiàn)代農業(yè)的發(fā)展,這在一定程度上嚴重制約了未來中國農業(yè)發(fā)展和農民增收。黨的十八大和十八屆三中全會以來,黨和國家出臺了一系列政策措施破解當前中國農業(yè)發(fā)展難題,其中一個最主要的就是關于農村土地的流轉問題。農戶作為農業(yè)生產經(jīng)營的主體,其意愿對農地流轉有著根本性的影響,農戶在土地流轉中所持的態(tài)度直接影響農地流轉的效率,因此,研究農戶土地流轉的意愿,揭示影響農戶土地流轉意愿的影響因素,制定政策措施促進農村土地流轉具有重要的現(xiàn)實意義。本文以農戶這一微觀主體為研究對象,以哈爾濱市轄屬9縣(市)為研究樣本區(qū)域,將農戶土地流轉意愿的研究細分為農戶轉入土地的意愿、農戶轉出土地的意愿、農戶未參與土地流轉的意愿三個方面分別展開。首先,文章在對國內外文獻研究的基礎上,對糧食主產區(qū)農戶土地流轉的基本狀況、特點和存在的問題進行了分析。其次,在實地調研的基礎上,運用Logistic回歸模型對數(shù)據(jù)進行科學的統(tǒng)計分析得到影響農戶轉入、轉出的主要因素。研究表明影響農戶土地轉入意愿的顯著性因素有3個,分別是戶主年齡、戶主職業(yè)、家庭非農收入;影響農戶土地轉出意愿的顯著性因素有6個,分別是戶主年齡、戶主文化程度、戶主職業(yè)、家庭兼業(yè)人數(shù)、家庭農用機械數(shù)量、家庭非農收入。最后,基于本文實證分析的基礎上,結合地區(qū)實際情況,提出了七方面對策建議:加大政策的扶持和宣傳力度,為農地流轉營造良好政策環(huán)境;建立農地流轉中介服務組織,保障農戶土地流轉收益;加快區(qū)域二、三產業(yè)發(fā)展,提高農民非農收入水平;提高農民文化水平和素質,積極吸納農業(yè)專業(yè)人才;大力支持新型農業(yè)經(jīng)營主體發(fā)展,促使農地規(guī)模化經(jīng)營;完善農村社會保障制度,弱化農民對土地的依賴程度;加大農業(yè)金融支持力度,解決農地流轉資金困境。
[Abstract]:The household contract responsibility system, which began in 1970s, has greatly aroused the farmers' enthusiasm in production and enriched their material and cultural life in a certain historical condition and historical period. It has promoted the rational allocation of agricultural resources and promoted the leapfrogging of the overall agricultural benefits. The household contract responsibility system of linked output has been recognized as a historic leap in the history of agricultural development in China and has entered the new century. The malpractice of household contract responsibility system of linked output is emerging, mainly because the small scale decentralized management of rural land can not adapt to the development of modern agriculture. To a certain extent, this has seriously restricted China's agricultural development and increase farmers' income. Since the 18 CPC Congress and the third Plenary session of the 18 CPC Central Committee, the Party and the state have issued a series of policies and measures to solve the current problems of agricultural development in China. One of the most important is about the circulation of rural land. As the main body of agricultural production and management, the willingness of farmers has a fundamental impact on the transfer of agricultural land. The attitude of farmers in land circulation directly affects the efficiency of land transfer. Therefore, the study of farmers' willingness to transfer land reveals the factors that affect the willingness of farmers to transfer land. It is of great practical significance to formulate policies and measures to promote the rural land circulation. This paper takes the peasant household as the research object and Harbin jurisdiction 9 counties (cities) as the research sample area. The study of farmers' land transfer will be divided into three aspects: the willingness of farmers to transfer to land, the willingness of farmers to transfer out of land, and the willingness of farmers not to participate in the transfer of land. Based on the research of domestic and foreign literature, this paper analyzes the basic situation, characteristics and existing problems of peasant household land circulation in the main grain producing areas. Secondly, on the basis of field investigation. Using the Logistic regression model to carry on the scientific statistical analysis to the data to obtain the main factor which affects the peasant household to turn over, the research indicated that there are three significant factors which influence the farmers' land transfer intention. The age of head of household, occupation of head of household, non-farm income of household; There are six significant factors influencing the willingness of land transfer of farmers, namely, the age of the head of household, the education level of the head of household, the occupation of the head of household, the number of part-time workers, the number of household agricultural machinery, and the non-farm income of the household. Based on the empirical analysis of this paper, combined with the actual situation in the region, seven countermeasures and suggestions are put forward: to increase policy support and publicity, to create a good policy environment for the transfer of agricultural land; Establishing intermediary service organization of farmland circulation to ensure the income of land circulation of farmers; Speed up the development of the second and third industries in the region and raise the level of non-agricultural income of farmers; Improve farmers' cultural level and quality, actively absorb agricultural professionals; Vigorously support the development of the new agricultural management subject and promote the large-scale management of agricultural land; Perfecting the rural social security system and weakening the farmers' dependence on land; Increase agricultural financial support to solve the problem of farmland transfer funds.
