【摘要】： “三農(nóng)”問題一直是我國經(jīng)濟(jì)發(fā)展的重要問題。土地作為農(nóng)村最基本的生產(chǎn)資料,對于農(nóng)業(yè)增長,農(nóng)村發(fā)展,農(nóng)民生存起到至關(guān)重要的作用。然而,現(xiàn)存農(nóng)村土地制度的缺陷嚴(yán)重制約了經(jīng)濟(jì)的發(fā)展。土地流轉(zhuǎn)是優(yōu)化土地資源配置,實(shí)現(xiàn)農(nóng)業(yè)規(guī)模經(jīng)營發(fā)展,以及促進(jìn)農(nóng)村勞動力轉(zhuǎn)移的重要途徑,也是農(nóng)業(yè)經(jīng)濟(jì)發(fā)展的必然要求。當(dāng)前,土地流轉(zhuǎn)面臨一系列問題,發(fā)展陷入了困境。這也日益成為人們所關(guān)注的重點(diǎn)。本文從我國農(nóng)用地使用權(quán)流轉(zhuǎn)的現(xiàn)狀及存在的問題出發(fā),分析了土地流轉(zhuǎn)的制約性因素,并且從制度經(jīng)濟(jì)學(xué)角度闡釋了困境背后的產(chǎn)權(quán)制度缺陷,試圖對完善農(nóng)用地使用權(quán)流轉(zhuǎn)制度,給出有益的政策建議和措施,探索出一條適合我國國情的農(nóng)村土地流轉(zhuǎn)制度改革的出路,以實(shí)現(xiàn)農(nóng)地經(jīng)營的高效率和農(nóng)村社會的穩(wěn)定發(fā)展。
[Abstract]:As the most basic means of production in rural areas, land plays a vital role in agricultural growth, rural development and farmers' survival. The defects of the existing rural land system seriously restrict the economic development. Land circulation is an important way to optimize the allocation of land resources, realize the development of agricultural scale management, and promote the transfer of rural labor force. It is also an inevitable requirement for the development of agricultural economy. At present, land circulation is faced with a series of problems. Development has fallen into a dilemma, which has increasingly become the focus of attention. This paper analyzes the restrictive factors of land transfer from the current situation and existing problems of the transfer of agricultural land use rights in China. And from the perspective of institutional economics to explain the defects of the property right system behind the predicament, trying to improve the circulation system of agricultural land use rights, and give useful policy recommendations and measures. In order to realize the high efficiency of rural land management and the stable development of rural society, a way out for the reform of rural land circulation system suitable for the situation of our country is explored.
