【摘要】：貧困問(wèn)題是我國(guó)長(zhǎng)期努力解決的問(wèn)題,也是2020年全面建成小康社會(huì)必須要解決的問(wèn)題。這一問(wèn)題長(zhǎng)期得不到根除是由于地區(qū)貧困的存在。六盤山連片特困地區(qū)作為中國(guó)11個(gè)連片特困地區(qū)之一,也是國(guó)內(nèi)地區(qū)貧困較為嚴(yán)重的地區(qū)。從20世紀(jì)80年代開始,寧夏回族自治區(qū)政府先后組織實(shí)施了吊莊移民、扶貧揚(yáng)黃灌溉工程移民和易地扶貧搬遷移民等,2011年又啟動(dòng)了生態(tài)移民工程。但是,單純依靠扶貧移民和提高農(nóng)民收入已經(jīng)不能解決問(wèn)題,隨著改革開放的深化,城鄉(xiāng)經(jīng)濟(jì)的發(fā)展,即便生活在貧困地區(qū),農(nóng)民對(duì)生活質(zhì)量的要求也不再僅限于提高收入,而是更要求提高心理滿足感,或者說(shuō)主觀幸福感。因此,提高農(nóng)民的主觀幸福感,成了當(dāng)前新的農(nóng)民政策的方向。論文基于農(nóng)民幸福指數(shù)和主觀幸福感,首先設(shè)計(jì)了綜合幸福指數(shù)指標(biāo)體系,運(yùn)用模糊數(shù)學(xué)方法分別評(píng)估了遷出區(qū)和移民安置區(qū)農(nóng)民的綜合幸福指數(shù),并通過(guò)將兩者進(jìn)行比較評(píng)估了生態(tài)移民政策的成效,通過(guò)對(duì)比可知,生態(tài)移民確實(shí)提高了農(nóng)民的綜合幸福指數(shù)；然后運(yùn)用有序概率模型進(jìn)行回歸,研究了農(nóng)民主觀幸福感的影響因素,并分別代入遷出區(qū)和移民安置區(qū)樣本進(jìn)行回歸,對(duì)比分析了兩者主觀幸福感的影響因素的區(qū)別。根據(jù)安置區(qū)農(nóng)民主觀幸福感的影響因素,為了進(jìn)一步提高農(nóng)民的幸福感,本文提出了如下政策建議：(1)建立安置區(qū)農(nóng)民心理疏導(dǎo)體系,提高農(nóng)民心理健康狀況；(2)改善安置區(qū)的住房條件和社區(qū)建設(shè),方便農(nóng)民日常生活;(3)鼓勵(lì)安置區(qū)農(nóng)民走出去,為安置區(qū)農(nóng)民開拓眼界提供條件；(4)建立健全移民區(qū)的醫(yī)療和保障體系,使農(nóng)民病有所養(yǎng)；(5)優(yōu)化生態(tài)移民區(qū)產(chǎn)業(yè)結(jié)構(gòu),提高農(nóng)民收入；(6)弘揚(yáng)社會(huì)主義價(jià)值觀,使尊老愛(ài)幼、互相幫助成為普遍風(fēng)氣。
[Abstract]:The problem of poverty is our long-term efforts to solve the problem, is also building a well-off society in 2020 must solve the problem. This problem can't be eradicated due to the existence of poverty area. Six Panshan contiguous poor areas as one of the Chinese 11 contiguous poor areas, but also domestic poverty is more serious areas from the beginning of 1980s. In the Ningxia Hui Autonomous Region, the government has organized the implementation of the migrants, irrigation works and immigration to resettle migrants, 2011 and the start of the ecological migration project. However, relying solely on the poverty alleviation immigration and increase the income of farmers has been unable to solve the problem, with the deepening of reform and opening-up, economic development in urban and rural areas, even living in poverty area farmers, the requirements of the quality of life is no longer limited to raise revenue, but also requires improving the psychological satisfaction, or subjective pleasure Happiness. Therefore, improving farmers' subjective well-being, became the new peasant policy direction. The farmers' happiness index and subjective well-being based on the first design of index system of comprehensive happiness, the fuzzy mathematics method is used to assessed migration area and resettlement area farmers' comprehensive happiness index, and through the two a comparative assessment of the ecological migration policy effect, by contrast, ecological migration does improve the overall happiness index of farmers; and then use the ordered probit regression model, study the influence factors of farmers' subjective well-being, and respectively into the migration area and resettlement area sample regression, analyzed the difference between the two factors subjective well-being. According to the influencing factors of the resettlement area farmers subjective well-being, in order to further improve the well-being of farmers, this paper put forward the following policy Suggestions: (1) the establishment of the resettlement area farmers psychological counseling system, improve the mental health status of peasants; (2) improve the resettlement area of housing and community construction, convenient farmers daily life; (3) to encourage resettlement area farmers go out to provide the conditions for the resettlement area farmers to open up horizons; (4) establish and improve the health and security system migration area, so that the farmers disease has been raised; (5) optimize the industrial structure of ecological migrants, increase farmers' income; (6) to promote the socialist values, to care for the young, to help each other become a common practice.
