【摘要】：農(nóng)田水利作為我國(guó)農(nóng)業(yè)發(fā)展的一項(xiàng)基礎(chǔ)產(chǎn)業(yè),與農(nóng)民的農(nóng)業(yè)生產(chǎn)生活息息相關(guān),直接關(guān)系到工農(nóng)業(yè)生產(chǎn)的發(fā)展、國(guó)民經(jīng)濟(jì)的興衰。我國(guó)作為一個(gè)農(nóng)業(yè)大國(guó),特殊的地理、氣候等自然條件,決定了我國(guó)的農(nóng)業(yè)大部分都要必須走灌溉農(nóng)業(yè)之路。我國(guó)灌溉農(nóng)業(yè)發(fā)展是我國(guó)農(nóng)村經(jīng)濟(jì)發(fā)展的基礎(chǔ),是中國(guó)食物供給的基本保障,是社會(huì)、經(jīng)濟(jì)、生態(tài)環(huán)境等可持續(xù)發(fā)展的支柱。在我國(guó)農(nóng)業(yè)生產(chǎn)中的農(nóng)田水利設(shè)施建設(shè)的重要性不言而喻。農(nóng)田水利設(shè)施是農(nóng)村重要的公共物品,是農(nóng)業(yè)生產(chǎn)的重要因素,對(duì)于改善農(nóng)業(yè)生產(chǎn)條件、保證糧食生產(chǎn)、鞏固農(nóng)業(yè)的國(guó)民經(jīng)濟(jì)基礎(chǔ)地位,有著至關(guān)重要的作用。但農(nóng)田水利建設(shè)嚴(yán)重滯后于社會(huì)經(jīng)濟(jì)的發(fā)展,受經(jīng)濟(jì)發(fā)展水平以及科學(xué)技術(shù)的限制,農(nóng)業(yè)灌溉的效能沒有充分發(fā)揮出來(lái),嚴(yán)重阻礙了農(nóng)業(yè)現(xiàn)代化建設(shè)的步伐。壽光市作為全國(guó)的“蔬菜基地”,壽光市干旱、洪澇等氣象災(zāi)害頻發(fā)的特點(diǎn),決定了農(nóng)田水利設(shè)施在壽光農(nóng)業(yè)經(jīng)濟(jì)發(fā)展中可以起到很好的推動(dòng)作用�；诖�,本文以濰坊市壽光市為實(shí)例,將現(xiàn)場(chǎng)考察和調(diào)研相結(jié)合,以經(jīng)濟(jì)學(xué)理論為基礎(chǔ),分析目前壽光市水利設(shè)施投入的現(xiàn)狀和運(yùn)行中存在的問題;探索壽光市終端農(nóng)田水利建設(shè)資金來(lái)源和投入模式;最后提出適宜壽光市終端水利設(shè)施投入的模式,本文側(cè)重基于壽光市現(xiàn)有農(nóng)田水利設(shè)施投入的主要問題進(jìn)行分析,立足通過國(guó)內(nèi)外先進(jìn)農(nóng)業(yè)水利投入模式為借鑒,在創(chuàng)新投入模式的同時(shí),最大化的充分發(fā)揮壽光市現(xiàn)有水利設(shè)施的作用和實(shí)現(xiàn)壽光市農(nóng)業(yè)可持續(xù)發(fā)展,本文針對(duì)壽光市農(nóng)田水利設(shè)施投入問題的研究具有重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:Irrigation and water conservancy as a basic industry of China's agricultural development, and is closely related to agricultural production and life of farmers, is directly related to the development of agriculture and national economy. As a big country of agriculture, special geography, climate and other natural conditions, has decided our country agriculture must take much irrigation the way to agriculture. Development of irrigation agriculture in China is the foundation of China's rural economic development, is the basic guarantee, Chinese food supply is the social, economic, ecological environment and other pillars of sustainable development. It is self-evident in agricultural production in China. The importance of the construction of water conservancy facilities of water conservancy facilities is important public goods in rural areas. Is an important factor for agricultural production, improve agricultural production conditions, ensure the grain production, to consolidate the position of agriculture as the foundation of the national economy, plays a very important role. But the construction of water conservancy Serious lag in the development of social economy, by the level of economic development and science and technology limited, agricultural irrigation efficiency is not fully played out, seriously hindered the construction of agricultural modernization. Shouguang City as the country's "vegetable base", Shouguang City, drought, floods and other characteristics of meteorological disasters, irrigation and water conservancy facilities can be decided play a good role in Shouguang agricultural economic development. Based on this, this article in Shouguang City, Weifang city as an example, the on-site inspection and research, based on economic theory, analysis of the current situation and problems of water conservancy facilities into operation at Shouguang City in Shouguang City terminal; exploration of farmland water conservancy construction funds source and input mode; finally put forward the suitable terminal water conservancy facilities investment in Shouguang City model, this paper focuses on the main question existing farmland water conservancy facilities based on Shouguang City The analysis, based on the domestic and foreign advanced mode of agricultural water conservancy investment in innovation pattern for reference, at the same time, the maximum make full use of the existing water conservancy facilities in Shouguang City, the function and Realization of sustainable development of agriculture in Shouguang City, according to the research of farmland water conservancy facilities investment of Shouguang City has important theoretical significance and practical significance.
