臨港產(chǎn)業(yè)發(fā)展路徑與發(fā)展趨勢(shì)研究

【摘要】: 在全球經(jīng)濟(jì)中,沿海國(guó)家和地區(qū)的港口城市都十分重視在港口及港口附近發(fā)展依賴(lài)于港口的工業(yè)、商業(yè)、服務(wù)業(yè)等各種臨港產(chǎn)業(yè),以利于本地的經(jīng)濟(jì)走向世界。本文的研究主題,即臨港產(chǎn)業(yè)的發(fā)展趨勢(shì)問(wèn)題,成為產(chǎn)業(yè)經(jīng)濟(jì)學(xué)研究的一個(gè)前沿問(wèn)題。 本文在產(chǎn)業(yè)布局理論和產(chǎn)業(yè)結(jié)構(gòu)理論的指導(dǎo)下,研究了世界成熟港口的發(fā)展途徑和我國(guó)臨港產(chǎn)業(yè)的現(xiàn)狀后,認(rèn)為:(1)臨港產(chǎn)業(yè)的發(fā)展受到各種因素的影響,其中地理區(qū)位、工業(yè)基礎(chǔ)和國(guó)家政策的影響最大。地理區(qū)位的影響具有先天性和不可變更性,依賴(lài)于國(guó)際航線(xiàn)的走向;工業(yè)基礎(chǔ)在臨港產(chǎn)業(yè)的興起之初起十分重要的作用,但在工業(yè)基礎(chǔ)差的地區(qū)也存在后發(fā)優(yōu)勢(shì);國(guó)家政策對(duì)臨港產(chǎn)業(yè)的發(fā)展路徑和發(fā)展速度影響甚大,大多發(fā)展中國(guó)家在政策上都采取鼓勵(lì)和支持臨港產(chǎn)業(yè)的發(fā)展。(2)臨港產(chǎn)業(yè)的發(fā)展因?yàn)楦鱾(gè)港口的地理區(qū)位不同和經(jīng)濟(jì)發(fā)展階段不同,從而采取了不同的發(fā)展路徑,大致可分為“以海運(yùn)業(yè)為主導(dǎo)的海運(yùn)服務(wù)型”、“以制造業(yè)為主導(dǎo)的工業(yè)實(shí)力型”、“以現(xiàn)代服務(wù)業(yè)為主導(dǎo)的一體化型”。三種發(fā)展路徑在一定程度上存在承接關(guān)系,但戰(zhàn)后發(fā)展起來(lái)的很多港口,并沒(méi)有按照這種承接關(guān)系進(jìn)行發(fā)展,而是依據(jù)實(shí)際情況,選擇了適合自己的發(fā)展路徑。(3)臨港產(chǎn)業(yè)在港口附近的積聚是經(jīng)濟(jì)全球化背景下進(jìn)行的,是與全球生產(chǎn)要素流動(dòng)和產(chǎn)業(yè)轉(zhuǎn)移分不開(kāi)的。在臨港產(chǎn)業(yè)內(nèi)部存在著產(chǎn)業(yè)關(guān)聯(lián)強(qiáng)化和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的趨勢(shì)。臨港產(chǎn)業(yè)沿著“產(chǎn)業(yè)鏈擴(kuò)展”和“腹地延伸”兩個(gè)方向發(fā)展。由于集群根植性和路徑依賴(lài)的作用,臨港直接產(chǎn)業(yè)和現(xiàn)代服務(wù)業(yè)仍然保持向港口城市積聚的趨勢(shì)。 最后,通過(guò)對(duì)臨港產(chǎn)業(yè)的發(fā)展路徑和發(fā)展趨勢(shì)所作的研究,希望各個(gè)港口能夠選擇適合自己的發(fā)展模式,政府能夠做出順應(yīng)臨港產(chǎn)業(yè)發(fā)展趨勢(shì)的政策。
[Abstract]:In the global economy, port cities in coastal countries and regions attach great importance to the development of port industry, commerce, service and other port industries. In order to benefit the local economy towards the world, the research theme of this paper, namely, the development trend of the industry near port, has become a frontier problem in the study of industrial economics. Under the guidance of industrial layout theory and industrial structure theory, this paper studies the development of mature ports in the world and the current situation of China's port industry. The author thinks that the development of port industry is influenced by various factors, among which geographical location, industrial basis and national policy have the greatest influence. The influence of geographical location is congenital and immutable. Depending on the trend of international routes; The industrial foundation plays a very important role at the beginning of the rise of the port industry, but it also has the advantage of late development in the areas where the industrial base is poor. The national policy has great influence on the development path and speed of the port industry. Most developing countries adopt policies to encourage and support the development of port industry.) the development of port industry is different because of the different geographical location and different stages of economic development of each port. Therefore, different development paths have been adopted, which can be roughly divided into "maritime transport industry as the leading maritime service type" and "the manufacturing industry as the leading industrial strength type". "the integration type with the modern service industry as the leading factor". To some extent, the three development paths have acceptance relations, but many ports developed after the war have not been developed according to this kind of undertaking relationship. On the basis of the actual situation, the author chooses the suitable way of development. 3) the accumulation of port industry near the port is carried out under the background of economic globalization. It is inseparable from the global flow of factors of production and industrial transfer. There is a trend of industrial linkage strengthening and industrial structure upgrading within the industry near port. The industry near port extends along "industrial chain" and "hinterland" Development in two directions. Due to the role of cluster root and path dependence. Port-oriented direct industry and modern service industry still maintain the trend of accumulation to port cities. Finally, through the research on the development path and development trend of the port industry, we hope that each port can choose its own development mode, and the government can make the policy to adapt to the development trend of the port industry.
