【摘要】：公民借助網(wǎng)絡參與政府公共決策已成為我國政治民主化的重要標志和發(fā)展要求,而政府回應是公民網(wǎng)絡參與中公民權利與政府權力之間關系最直接、最有效的體現(xiàn)。政府回應不僅有利于公民民主權利的實現(xiàn),也能夠促進政府決策汲取民智民慧,進而推進國家治理能力現(xiàn)代化。我國公民網(wǎng)絡參與政府公共決策存在的最大問題在于政府回應的法治化程度較低,具體表現(xiàn)為回應缺少具體法律法規(guī)依據(jù)以及回應態(tài)度偏頗、回應效率低等。要實現(xiàn)政府回應的價值,關鍵在于推進政府回應的法治化建設,將政府對網(wǎng)絡參與公共決策的回應置于完善的法律、法規(guī)等制度的規(guī)范和約束之下,提高地方政府官員法治思維與法治觀念,加強政府回應的執(zhí)法力度和司法保障。
[Abstract]:Citizens' participation in government public decision-making with the help of network has become an important symbol and development requirement of our country's political democratization, and the government's response is that the relationship between civil rights and government power is the most direct in the process of citizen's network participation. The most effective embodiment. The government response is not only conducive to the realization of citizens' democratic rights, but also can promote the government's decision-making to draw on the wisdom of the people and the wisdom of the people. The biggest problem of our country's citizen network participating in the government public decision-making is that the degree of government response is low, the concrete manifestation is the lack of specific laws and regulations basis and the biased response attitude. In order to realize the value of government response, the key lies in promoting the legal construction of government response, and putting the government response to participate in public decision-making on the network under the norms and constraints of perfect laws, regulations and other systems. Improve the local government officials' thinking of rule by law and the concept of rule of law, strengthen the law enforcement and judicial protection of government response.
