【摘要】：近年來,我國地方政府融資平臺發(fā)展迅速,為地方經濟建設提供了有力支持,但是隨著規(guī)模的擴大,結構不合理現(xiàn)象的顯現(xiàn),其風險也備受關注,2013年的中央經濟會議中,著力防控地方債務風險已經成為新一年經濟任務之一。隨著稅制改革的深化,理清中央地方的財權事權已經越來越受到中央和地方政府的重視,本文正是在這樣的背景環(huán)境下對地方政府融資平臺的債務問題及風險防范展開論述。本文首先對論文的研究背景和選題意義進行了闡述,分別從國際國內以及理論實踐方面對地方融資平臺進行了梳理,闡述了本文的寫作思路,同時對研究方法以及寫作中的創(chuàng)新、不足之處等進行了定位。接著對財政學的公共產品理論、財政平衡理論、委托代理理論和地方債務理論進行了具體分析和描述,為全文的后續(xù)研究奠定了理論基礎。在此基礎上,概要闡述了我國地方政府融資平臺的發(fā)展歷史和現(xiàn)狀。然后,針對地方債務風險指標的選取和構成進行了描述,并以國際風險預警體系為參照,以天津市為例,在肯定地方政府債務作用的同時,對風險也進行了比較,并深入分析了其風險的成因。接下來,以國際先進國家美國、日本和歐洲國家為例,對其地方政府發(fā)行債務的特點做了探討,并總結了可供我國借鑒之處。最后,針對當前政策背景以及當前地方融資平臺存在的風險,有針對性的提出了完善地方政府的財稅體制,轉變政府職能,同時建立法人平臺公司和信用評級,加強監(jiān)管等建議,以期對地方政府債務的管理和地方金融的穩(wěn)定產生一定的借鑒作用。
[Abstract]:In recent years, local government financing platforms in China have developed rapidly, which has provided strong support for local economic construction. However, with the expansion of scale and the appearance of irrational structure, the risks are also concerned. Efforts to prevent and control local debt risk has become one of the economic tasks of the new year. With the deepening of tax system reform, the central and local governments have paid more and more attention to clarifying the central and local financial power. This paper discusses the debt problem and risk prevention of local government financing platform under such a background environment. Firstly, this paper expounds the research background and significance of the thesis, combs the local financing platform from the aspects of international and domestic as well as theory and practice, and expounds the writing ideas of this paper. At the same time, the research methods as well as the innovation in writing, shortcomings and so on are positioned. Then the public goods theory, the fiscal balance theory, the principal-agent theory and the local debt theory of finance are analyzed and described in detail, which lays a theoretical foundation for the follow-up study of the full text. On this basis, the development history and present situation of local government financing platform in China are summarized. Then, this paper describes the selection and composition of local debt risk indicators, and takes the international risk early warning system as a reference, taking Tianjin as an example, while affirming the role of local government debt, the risk is also compared. The causes of its risk are analyzed in depth. Then, taking the international advanced countries America, Japan and European countries as examples, this paper discusses the characteristics of local governments issuing debt, and summarizes the points that can be used for reference by our country. Finally, in view of the current policy background and the risk of the current local financing platform, the paper puts forward to improve the fiscal and taxation system of the local government, transform the government function, and establish the corporate platform company and credit rating. Some suggestions such as strengthening supervision are expected to be helpful to the management of local government debt and the stability of local finance.
