【摘要】：2006年10月17日，大陸推出20項(xiàng)新政策措施擴(kuò)大深化兩岸農(nóng)業(yè)合作。2013年6月16日第五屆海峽論壇大會(huì)，促進(jìn)兩岸交流合作的政策措施力度進(jìn)一步加強(qiáng)。在這樣的政策導(dǎo)向之下，臺(tái)資上市公司K集團(tuán)選擇位于四川省的H鎮(zhèn)，開(kāi)發(fā)建設(shè)海峽兩岸農(nóng)業(yè)示范園區(qū)項(xiàng)目。作為大型農(nóng)業(yè)產(chǎn)業(yè)園區(qū)建設(shè)項(xiàng)目，其面臨著開(kāi)發(fā)周期長(zhǎng)、資金需求大的壓力，，融資規(guī)劃方案的設(shè)計(jì)成為項(xiàng)目規(guī)劃過(guò)程中不可輕忽的重要環(huán)節(jié)。本文所進(jìn)行的園區(qū)建設(shè)融資方案設(shè)計(jì)，既為企業(yè)投資開(kāi)發(fā)農(nóng)業(yè)園區(qū)融資規(guī)劃提供參考，又可以直接作為某園區(qū)建設(shè)項(xiàng)目融資活動(dòng)實(shí)施依據(jù)，同時(shí)為農(nóng)業(yè)園區(qū)建設(shè)融資提供參考。 本文從介紹企業(yè)融資基本理論入手，梳理出園區(qū)建設(shè)融資主要方式，解讀國(guó)內(nèi)現(xiàn)行的園區(qū)建設(shè)融資政策，以及各級(jí)政府及有關(guān)部門(mén)對(duì)臺(tái)商的特別優(yōu)惠。然后對(duì)某園區(qū)建設(shè)項(xiàng)目投資主體、規(guī)劃地情況及園區(qū)總體定位及發(fā)展思路進(jìn)行概要介紹，有針對(duì)性地提出政企合作、園區(qū)社區(qū)聯(lián)動(dòng)發(fā)展的新型開(kāi)發(fā)模式，闡述了園區(qū)建設(shè)的融資優(yōu)勢(shì)和劣勢(shì)。繼而測(cè)算了園區(qū)建設(shè)項(xiàng)目征地補(bǔ)償安置、基礎(chǔ)設(shè)施建設(shè)和產(chǎn)業(yè)投資等大塊資金需求，考慮到在立項(xiàng)前期無(wú)法預(yù)估的其他支出，7年建設(shè)期內(nèi)總投資規(guī)模約為100億元上下。接下來(lái)，確定新設(shè)項(xiàng)目法人、分期分批多渠道融資的基本思路。融資方案的具體流程按照首期可確定的資金來(lái)源、后續(xù)可預(yù)期的資金來(lái)源、作為補(bǔ)充和可爭(zhēng)取的資金來(lái)源分為三個(gè)層次，同時(shí)搭建園區(qū)金融服務(wù)平臺(tái)。最后從項(xiàng)目?jī)?nèi)部和外部?jī)蓚�(gè)角度對(duì)融資方案的風(fēng)險(xiǎn)進(jìn)行揭示并提出應(yīng)對(duì)措施。
[Abstract]:On October 17, 2006, the mainland launched 20 new policies and measures to expand and deepen cross-strait agricultural cooperation. Under the guidance of this policy, K Group, a Taiwan-funded listed company, chose H Town in Sichuan Province to develop and build an agricultural demonstration park between the two sides of the Taiwan Strait. As a large-scale agricultural industrial park construction project, it is faced with the pressure of long development cycle and large capital demand. The design of financing planning scheme has become an important link in the process of project planning. The design of the financing scheme of the park construction in this paper not only provides a reference for the enterprise to invest in and develop the financing plan of the agricultural park, but also can be directly used as the basis for the implementation of the financing activities of a certain park construction project. At the same time, it provides a reference for financing the construction of agricultural parks. This paper begins with the introduction of the basic theory of enterprise financing, combs out the main ways of financing the construction of the parks, and interprets the current domestic financing policies for the construction of the parks. As well as all levels of government and relevant departments to Taiwan businessmen special preferential treatment. Then, the paper gives a brief introduction to the investment subject of a certain park construction project, the situation of the planning place, the overall orientation of the park and the development ideas, and puts forward a new development model of the cooperation between government and enterprise and the linkage development of the park community. This paper expounds the financing advantages and disadvantages of the construction of the park. Then, the paper calculates the large capital needs of land requisition and resettlement, infrastructure construction and industrial investment of the park construction project. Considering the other expenditure that can not be estimated in the early stage of establishment of the project, the total investment scale in the seven-year construction period is about 10 billion yuan. Next, determine the new project legal person, the basic idea of multi-channel financing by stages. The specific process of the financing scheme is divided into three levels according to the funding sources which can be determined for the first period and the funds that can be expected in the subsequent period, which can be divided into three levels, and the financial service platform of the park is built at the same time. Finally, the risks of financing scheme are revealed and countermeasures are put forward from both inside and outside of the project.
