【摘要】：本文分別從頂層決策、產(chǎn)業(yè)發(fā)展、財(cái)政運(yùn)行、管理運(yùn)營(yíng)和資金效率五個(gè)層面出發(fā),指出要高度警惕政府引導(dǎo)基金發(fā)展中存在的主要潛在風(fēng)險(xiǎn):預(yù)算統(tǒng)計(jì)信息失真可能誤導(dǎo)宏觀決策的風(fēng)險(xiǎn)、"引導(dǎo)越位"導(dǎo)致擠出風(fēng)險(xiǎn)和產(chǎn)能過(guò)剩的風(fēng)險(xiǎn)、高杠桿不規(guī)范運(yùn)作或?qū)е仑?cái)政隱形負(fù)債的風(fēng)險(xiǎn)、"設(shè)、募、投、管、退、評(píng)"流程中的運(yùn)營(yíng)風(fēng)險(xiǎn)和政府引導(dǎo)基金較大的資金沉淀風(fēng)險(xiǎn),并就如何良性發(fā)展政府引導(dǎo)基金提出相關(guān)建議。
[Abstract]:This paper starts from five levels of top-level decision making, industrial development, financial operation, management and operation, and capital efficiency. It is pointed out that the main potential risks in the development of government-guided funds should be highly guarded: the risk that the distortion of budget statistical information may mislead macro decision-making, and the risk of "leading offside" leading to crowding out risk and overcapacity. Operating risks in the process of "setting up, raising, investing, managing, withdrawing, and evaluating" the risk of non-standard operation of high leverage or leading to hidden fiscal liabilities, and the larger risk of capital deposition in government-led funds, And how to develop the government to guide the fund to put forward the relevant recommendations.
