【摘要】：從財(cái)力與債務(wù)匹配的角度,考慮債務(wù)支出方向,借鑒模糊理論的方法,評(píng)價(jià)和分析我國(guó)內(nèi)地30個(gè)省級(jí)(西藏自治區(qū)數(shù)據(jù)缺失)政府債務(wù)支出的績(jī)效情況,在評(píng)價(jià)中充分考慮了地方政府性債務(wù)支出績(jī)效的模糊性,將模糊模式識(shí)別方法用于分析多個(gè)研究對(duì)象、多個(gè)目標(biāo)權(quán)重的情形。對(duì)選定的30個(gè)省、市、自治區(qū)的地方政府性債務(wù)支出的情況在進(jìn)行優(yōu)劣判斷的基礎(chǔ)上,對(duì)其債務(wù)支出績(jī)效結(jié)果進(jìn)行了排序,計(jì)算結(jié)果表明,地方政府性債務(wù)績(jī)效與地方政府本身經(jīng)濟(jì)發(fā)展水平?jīng)]有必然的聯(lián)系。
[Abstract]:From the angle of financial resources and debt matching, considering the direction of debt expenditure, using the method of fuzzy theory, this paper evaluates and analyzes the performance of debt expenditure of 30 provinces (Tibet Autonomous region) in mainland China. In the evaluation, the fuzziness of the performance of the local government debt expenditure is fully considered, and the fuzzy pattern recognition method is used to analyze the situation of multiple research objects and multiple objective weights. On the basis of judging the performance of local government debt expenditure in 30 selected provinces, municipalities and autonomous regions, the results of debt expenditure performance are ranked, and the calculation results show that, The performance of local government debt is not necessarily related to the level of economic development of local government itself.
