地方政府債務(wù)風(fēng)險治理的政治生態(tài)學(xué)分析

【摘要】:2013年年底國家審計署發(fā)布的審計公告顯示截止去年第二季度,地方政府債務(wù)已高達(dá)17.9萬億元,比2010的10.7萬億元增長了67.3%,數(shù)個地方政府的負(fù)債規(guī)模達(dá)到了國際警戒線,直面風(fēng)險,沉重考驗(yàn)著我國經(jīng)濟(jì)社會的安全防線。為治理地方政府債務(wù)風(fēng)險,各地方政府采取了不同的應(yīng)對策略,但效果不佳,這些政策目標(biāo)在實(shí)際操作中往往會受到了政治生態(tài)環(huán)境因素的制約。本文在總結(jié)國內(nèi)外專家學(xué)者已有研究的基礎(chǔ)上,在考察地方政府公債風(fēng)險時嘗試以新的研究視角—政治生態(tài)學(xué)理論來進(jìn)行突破性的研究。政治生態(tài)學(xué)理論視地方債務(wù)為一個生命單元,而其風(fēng)險生成的經(jīng)濟(jì)、政治、文化、社會環(huán)境作為生命單元的環(huán)境系統(tǒng),通過對地方政府債務(wù)風(fēng)險的生態(tài)環(huán)境系統(tǒng)進(jìn)行生態(tài)的、系統(tǒng)的和非線性的分析考察,分析地方債務(wù)可能導(dǎo)致的政治生態(tài)學(xué)風(fēng)險及其生成的政治生態(tài)學(xué)環(huán)境因素,探求防控風(fēng)險的政治生態(tài)學(xué)路徑。 文章分五部分對地方公債進(jìn)行政治生態(tài)學(xué)分析。首先,介紹其風(fēng)險治理的已有研究成果和政治生態(tài)學(xué)理論;其次,闡述地方政府債務(wù)現(xiàn)狀,地方政府債務(wù)可能引發(fā)的政治生態(tài)、經(jīng)濟(jì)生態(tài)和社會文化生態(tài)風(fēng)險,以及化解地方政府債務(wù)風(fēng)險的現(xiàn)實(shí)訴求;再次,從經(jīng)濟(jì)生態(tài)環(huán)境、體制文化生態(tài)環(huán)境以及行政生態(tài)環(huán)境深入思考和探究地方政府債務(wù)風(fēng)險生成的多維生態(tài)原因;然后,,介紹美國、日本和澳大利亞的地方政債務(wù)治理經(jīng)驗(yàn),并在學(xué)習(xí)和借鑒各國有益經(jīng)驗(yàn)的基礎(chǔ)上制定我國的風(fēng)險管理策略;最后,嘗試給出地方政府債務(wù)風(fēng)險化解的包括經(jīng)濟(jì)生態(tài)、文化生態(tài)和行政生態(tài)建設(shè)的三條路徑。
[Abstract]:An audit announcement issued by the National Audit Office at the end of 2013 showed that by the second quarter of last year, local government debt had reached 17.9 trillion yuan, an increase of 67.3 percent over 2010's 10.7 trillion yuan. The debt scale of several local governments reached the international alert line and faced up to the risks.It is a heavy test of our country's economic and social security line.In order to deal with the debt risk of local government, different local governments adopt different strategies, but the effect is not good. These policy objectives are often restricted by the political ecological environment factors in the actual operation.On the basis of summing up the domestic and foreign experts and scholars, this paper attempts to make a breakthrough study on the risk of local government bonds from a new perspective-political ecology theory.The theory of political ecology regards the local debt as a life unit, and the economic, political, cultural and social environment of its risk generation is the environmental system of the life unit, and through the ecological environment system of the local government debt risk, the ecological environment system of the local government debt risk is carried out.The political ecological risk caused by local debt and its political ecological environmental factors are analyzed systematically and nonlinearly, and the political ecological path of prevention and control risk is explored.The article divides into five parts to carry on the political ecology analysis to the local public debt.First of all, it introduces the existing research results and political ecology theory of risk management, secondly, expounds the present situation of local government debt, the political ecology, economic ecology and sociocultural ecological risk caused by local government debt.And to resolve the local government debt risk demand; again, from the economic ecological environment, institutional and cultural ecological environment and administrative ecological environment in-depth thinking and exploring the local government debt risk generation multi-dimensional ecological reasons;This paper introduces the experiences of local government debt management in the United States, Japan and Australia, and makes the risk management strategy of our country on the basis of studying and drawing lessons from the beneficial experiences of other countries.Cultural ecology and administrative ecological construction of three ways.
