【摘要】：當(dāng)前,地方各級政府為推進經(jīng)濟社會發(fā)展,借力政府舉債來加強地方建設(shè)已成為一種普遍現(xiàn)象。特別是在城市化快速發(fā)展時期,地方政府的融資需求和舉債規(guī)模將不可避免的進一步擴大。政府舉債在有效推進城市基礎(chǔ)設(shè)施建設(shè)、民生工程和公益事業(yè)發(fā)展的同時,也會給地方財政、金融管理及安全等產(chǎn)生不利影響,如何既能合理有效運用政府負(fù)債這一“財政杠桿”助力地方發(fā)展,又能管控好地方政府債務(wù)風(fēng)險,這是政府、企業(yè)、社會各方面予以關(guān)注的重點。我國地方政府債務(wù)在歷經(jīng)兩次全面審計后,基本摸清了三類債務(wù)家底和管理現(xiàn)狀,為進一步開展政府債務(wù)研究提供了良好基礎(chǔ)。結(jié)合青島市舉債及風(fēng)險管理情況和實踐探索,研究地方政府債務(wù)風(fēng)險管理問題與對策,對加強地方政府舉債管理具有借鑒意義。本論文以政府債務(wù)基本理論和相關(guān)風(fēng)險理論為指導(dǎo),以青島市地方政府總體債務(wù)管理情況為基本,以政府負(fù)有擔(dān)保和救助責(zé)任的或有債務(wù)管理為側(cè)重,進而還對地方政府融資的新方式進行關(guān)注,通過分析情況,揭示問題和成因,提出對策建議。首先,對地方政府債務(wù)風(fēng)險管理的相關(guān)概念、風(fēng)險特征及影響、債務(wù)風(fēng)險管理一般理論和專業(yè)性理論進行闡述；其次,對青島市地方政府債務(wù)及風(fēng)險管理情況進行全面分析,對比廈門、寧波兩市進行債務(wù)狀況分析,分析債務(wù)風(fēng)險表現(xiàn)和成因,闡述債務(wù)風(fēng)險管理現(xiàn)狀,分析債務(wù)風(fēng)險管理存在的問題和成因；最后,有針對性地從完善政府債務(wù)風(fēng)險管理體系,改進債務(wù)風(fēng)險分析評估,強化總體債務(wù)動態(tài)監(jiān)控,多措并舉施策監(jiān)管,積極探索市場化融資舉措等五個方面提出加強青島地方政府債務(wù)風(fēng)險管理的對策建議。以此形成青島市地方政府債務(wù)風(fēng)險管理研究報告。
[Abstract]:At present, in order to promote economic and social development, it has become a common phenomenon for local governments at all levels to borrow government loans to strengthen local construction, especially in the period of rapid urbanization. The financing needs and the scale of borrowing of local governments will inevitably be further expanded. While effectively promoting urban infrastructure construction, people's livelihood projects and public welfare, the government will also give local finance. Financial management and security have adverse effects. How to use government debt as a "financial lever" to help local development, and how to manage the local government debt risk, this is the government, enterprises, After two comprehensive audits, the local government debt in China has basically identified three types of debts and the current situation of their management. It provides a good basis for further research on government debt. Combining with the situation and practice of debt raising and risk management in Qingdao, this paper studies the problems and countermeasures of local government debt risk management. This paper is based on the basic theory of government debt and related risk theory, and the overall debt management of local government in Qingdao. Focusing on the contingent debt management of the government with the responsibility of guarantee and rescue, and then paying attention to the new ways of financing the local government, by analyzing the situation, revealing the problems and causes, and putting forward the countermeasures and suggestions. The related concepts of local government debt risk management, risk characteristics and impact, the general theory of debt risk management and professional theory are expounded. Secondly, the debt and risk management of local government in Qingdao are comprehensively analyzed. Comparing Xiamen and Ningbo to analyze the debt situation, analyze the performance and cause of debt risk, expound the present situation of debt risk management, analyze the problems and causes of debt risk management. Aiming at perfecting the government debt risk management system, improving the debt risk analysis and evaluation, strengthening the overall debt dynamic monitoring, and taking measures to supervise and control the debt risk, In order to form the research report of Qingdao local government debt risk management, this paper puts forward countermeasures and suggestions on strengthening Qingdao local government debt risk management from five aspects, such as market-oriented financing measures.
