【摘要】：近年來,地方債規(guī)模的增長成為我國經(jīng)濟發(fā)展和地方財政運行中的焦點問題。通過將地方財政能力首次引入分析模型,并將財政能力、財政赤字、預(yù)算軟約束和經(jīng)濟發(fā)展模式納入統(tǒng)一的研究框架�？紤]到債務(wù)的雙重引資作用以及區(qū)域間的差異,采用空間計量模型,從總體和區(qū)域兩方面估計上述因素與地方債務(wù)規(guī)模累積的關(guān)系。研究發(fā)現(xiàn),財政能力對地方債務(wù)規(guī)模具有重要的影響,尤其是對東部地區(qū)影響更大;對于中西部地區(qū),財政收支缺口的壓力對債務(wù)規(guī)模增長不可小覷。所以,應(yīng)根據(jù)各地區(qū)實際情況,策略性調(diào)整財政分配關(guān)系,抑制債務(wù)需求;建立可靠的償債機制,降低地方債風險;健全地方債制度和法律約束,促進地方債可持續(xù)發(fā)展。
[Abstract]:In recent years, the growth of local debt has become the focus of our country's economic development and the operation of local finance. Soft budget constraints and models of economic development are incorporated into a unified research framework. Taking into account the dual role of debt and regional differences, spatial measurement models are used. The relationship between the above factors and the accumulation of local debt is estimated from the overall and regional aspects. The study found that fiscal capacity has an important impact on the scale of local debt, especially in the eastern part of the country; for the central and western regions, Therefore, according to the actual situation of various regions, we should adjust the financial distribution relationship strategically, restrain debt demand, establish reliable debt repayment mechanism and reduce the risk of local debt. Improve the local debt system and legal constraints, and promote the sustainable development of local debt.
