【摘要】：黨的十八大報(bào)告指出,要把城鎮(zhèn)化作為推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整的重要舉措之一,確保經(jīng)濟(jì)持續(xù)健康發(fā)展。在經(jīng)濟(jì)增速回調(diào)、財(cái)政增收困難、經(jīng)濟(jì)轉(zhuǎn)型和結(jié)構(gòu)調(diào)整進(jìn)展緩慢、房地產(chǎn)和土地管理調(diào)控持續(xù)以及許多政府債務(wù)規(guī)模巨大,償債比例達(dá)到超警戒的70%以上的背景下,地方政府尤其是中西部地方政府融資環(huán)境非常不理想,政府融資平臺(tái)大多處于無法運(yùn)轉(zhuǎn)的狀態(tài)。而城鎮(zhèn)化持續(xù)發(fā)展的過程中,需要大量資金投入,如果仍簡(jiǎn)單將城鎮(zhèn)化等同于政府投資“造城”,地方政府的債務(wù)危機(jī)將更加嚴(yán)峻。推動(dòng)地方政府融資平臺(tái)戰(zhàn)略轉(zhuǎn)型,將政府對(duì)城鎮(zhèn)化建設(shè)的主導(dǎo)作用轉(zhuǎn)變?yōu)橐龑?dǎo)作用,將城市經(jīng)營性建設(shè)項(xiàng)目交給市場(chǎng),政府回歸公共服務(wù)體系供給主體,推動(dòng)城鎮(zhèn)化在“人”與“物”兩方面的協(xié)調(diào)發(fā)展,顯得重要而緊迫。 本文以A開發(fā)投資有限公司為例,剖析了地方政府融資平臺(tái)的現(xiàn)狀,了解了平臺(tái)公司存在的問題,提出了相關(guān)的建議。首先,文章第一章前言,主要介紹了研究的背景、意義,相關(guān)文獻(xiàn)綜述、研究思路以及研究方法。第二章主要介紹了相關(guān)融資理論和政府融資公司融資理論,以及政府融資公司的產(chǎn)生及發(fā)展背景、功能和分類,為下文的案例研究提供了理論支持。第三章介紹了地方政府融資公司的融資現(xiàn)狀和存在問題分析。第四章和第五章是本文的核心。其中第四章主要介紹了A開發(fā)投資有限公司融資現(xiàn)狀和存在問題分析。包括介紹和核心數(shù)據(jù)兩個(gè)方面,初步分析了公司所處的境地和融資存在的問題,主要表現(xiàn)在三個(gè)方面,第一是融資渠道單一、融資結(jié)構(gòu)不合理；第二是資源配置不足,資產(chǎn)質(zhì)量不高；第三是管理體制不順、激勵(lì)機(jī)制不活。第五章在第四章的基礎(chǔ)上提出A開發(fā)投資有限公司的融資對(duì)策。首先要拓寬融資渠道,優(yōu)化融資結(jié)構(gòu)；其次是加大資源配置,增強(qiáng)融資能力；最后是改革管理體制,實(shí)現(xiàn)市場(chǎng)運(yùn)作。通過這些措施,希望可以對(duì)于政府融資公司穩(wěn)健發(fā)展起到一定的借鑒意義。
[Abstract]:The report of the 18 National Congress of the CPC pointed out that urbanization should be regarded as one of the important measures to promote the strategic readjustment of the economic structure to ensure sustained and healthy economic development. In terms of the economic growth rate correction, the difficulty of increasing fiscal revenues, and the slow progress of economic transformation and structural adjustment, Against the background of continuous regulation of real estate and land management, and the huge scale of many government debts and the over-warning ratio of debt service of more than 70%, the financing environment of local governments, especially those in the central and western parts of the country, is very unsatisfactory. Most of the government financing platforms are in a state where they are not functioning. However, in the process of sustainable urbanization, a large amount of capital investment is needed. If urbanization is still simply equated with government investment in "building cities," the debt crisis of local governments will be even more severe. Promote the strategic transformation of local government financing platforms and transform the government's leading role in urbanization construction into a leading role. It is important and urgent for the government to return to the main supply of public service system and to promote the coordinated development of urbanization in the two aspects of "human" and "material". Taking A Development and Investment Co., Ltd as an example, this paper analyzes the current situation of local government financing platform, understands the problems existing in the platform company, and puts forward some relevant suggestions. Firstly, the first chapter of the article introduces the background of the research. The second chapter mainly introduces the related financing theory and the financing theory of the government financing company, as well as the background, function and classification of the emergence and development of the government financing company. The third chapter introduces the financing status and existing problems of local government financing companies. Chapter 4th and 5th are the core of this paper. Chapter 4th mainly introduces A development. Analysis of the current financing situation and existing problems of Investment Co., Ltd., including two aspects: introduction and core data, The paper preliminarily analyzes the situation of the company and the problems existing in financing, which are mainly manifested in three aspects: first, the financing channel is single and the financing structure is unreasonable; the second is the insufficient allocation of resources and the poor quality of assets; the third is the bad management system. Chapter 5th puts forward the financing countermeasures of A Development and Investment Co., Ltd., on the basis of chapter 4th. Firstly, we should broaden the financing channels and optimize the financing structure, secondly, we should increase the allocation of resources and enhance the financing ability. Finally, it is necessary to reform the management system and realize the market operation. Through these measures, it is hoped that these measures can be used for reference to the steady development of government financing companies.
