【摘要】：近年來,政府引導基金作為一種新型的財政支出方式,在各級政府財政支出結構中逐漸起到舉足輕重的作用。然而,隨著各級政府引導基金政策的不斷推進,資金廣泛結存、政府部門決策參與過度、財政資金的使用效率低下等問題不斷涌現(xiàn)。本文通過對國外比較成功的政府引導基金進行經驗借鑒,并結合我國實際情況,給出了相應建議,以期使我國政府引導基金政策得以穩(wěn)定發(fā)展。
[Abstract]:In recent years, as a new type of fiscal expenditure, the government-led fund has gradually played an important role in the structure of government expenditure at all levels. However, with the continuous promotion of the government-led fund policy at all levels.
