【摘要】：經(jīng)濟(jì)危機(jī)的發(fā)生以及經(jīng)濟(jì)增長的放緩，給政府帶來了壓力，，為了刺激經(jīng)濟(jì)的增長和復(fù)蘇，中央政府和地方政府選擇了用投資拉動(dòng)經(jīng)濟(jì)的增長。各級(jí)政府的投資計(jì)劃超出了財(cái)政預(yù)算，財(cái)政赤字，只好舉借債務(wù)來彌補(bǔ)資金缺口，由此帶來了政府的入不敷出和寅吃卯糧，地方政府債務(wù)凸顯。2011審計(jì)的地方政府債務(wù)情況結(jié)果一公布，立即引起了擔(dān)憂和恐慌，我國人民擔(dān)心政府債務(wù)規(guī)模如此龐大，政府是否有能力償還，政府的運(yùn)轉(zhuǎn)是否會(huì)受到影響。2013年上半年末，審計(jì)署發(fā)布地方政府債務(wù)審計(jì)結(jié)果，關(guān)于地方政府債務(wù)的具體情況無疑引起社會(huì)的躁動(dòng)。地方政府是不是存在漠視的態(tài)度，如果不能按期償還肯定會(huì)影響政府的形象和名譽(yù)、經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。顯然當(dāng)前地方政府債務(wù)問題不容忽視，地方政府債務(wù)引起的風(fēng)險(xiǎn)應(yīng)該進(jìn)行管理和防范。寬松的貨幣政策和積極的財(cái)政財(cái)政政策，逐年增加的地方項(xiàng)目，招致債臺(tái)不斷爬升，負(fù)債規(guī)模超出風(fēng)險(xiǎn)預(yù)警線，巨大的債務(wù)規(guī)模影響到地方財(cái)政的有效運(yùn)轉(zhuǎn)。地方政府債務(wù)存在的問題和地方政府債務(wù)的管理，是一個(gè)重要的研究方向。 本文分為五個(gè)部分。第一部概述理論，什么是地方政府債務(wù)，具體可以分為哪幾類，定義了地方政府債務(wù)風(fēng)險(xiǎn)。第二部分論述地方政府債務(wù)目前具體狀況，深層次剖析其危害以及風(fēng)險(xiǎn)。我國的財(cái)政體制、融資平臺(tái)、行政管理體制、政府政策等方面因素，對(duì)地方政府債務(wù)有很大程度的影響。這些方面導(dǎo)致地方政府債務(wù)存在問題。第四部分，對(duì)日本、韓國、巴西等國家的地方債務(wù)進(jìn)行簡單的介紹，分析這些國家是如何管理地方債務(wù)，前車之鑒，我國可以向他們學(xué)習(xí)借鑒經(jīng)驗(yàn)。第五部分，對(duì)于存在的問題，提出了改進(jìn)的措施和進(jìn)行管理的措施。
[Abstract]:The economic crisis and the slowdown of economic growth have brought pressure to the government in order to stimulate economic growth and recovery. The central government and local governments have chosen to use investment to stimulate economic growth. The investment plans of governments at all levels have exceeded the budget and the fiscal deficit, so they have to borrow debt to make up for the funding gap. As a result, the government has more than enough to spend and live beyond its means. The local government debt highlights the local government debt audit in 2011, the results of the local government debt situation were announced, immediately caused concern and panic. Our people are worried about the scale of government debt, whether the government is able to repay and whether the operation of the government will be affected. At the end of 2013, the Audit Office released the results of the audit of local government debt. There is no doubt that the specific situation of local government debt causes social unrest. Is there an attitude of indifference on the part of the local government, if it is not repaid on time, it will definitely affect the image and reputation of the government. The sustainable development of economy and society. Obviously, the current local government debt problem can not be ignored, the risk caused by local government debt should be managed and prevented, loose monetary policy and active fiscal policy. The annual increase in local projects, resulting in debt debt climbing, debt scale beyond the risk warning line. The problem of local government debt and the management of local government debt is an important research direction. This paper is divided into five parts. The first part is an overview of the theory, what is the local government debt, specifically can be divided into several categories, define the local government debt risk. The second part discusses the current situation of local government debt. Deeply analyze its harm and risk. Our country's financial system, financing platform, administrative management system, government policy and other factors. These aspects lead to problems with local government debt. Part 4th gives a brief introduction to the local debt of Japan, South Korea, Brazil and other countries. This paper analyzes how these countries manage their local debts, and draws lessons from them. Part 5th, for the existing problems, puts forward the improvement measures and management measures.
