【摘要】：經(jīng)濟(jì)體制改革的核心問題是處理好政府和市場的關(guān)系問題。在市場經(jīng)濟(jì)條件下,是否需要政府的干預(yù)?新自由主義者對此的回答是否定的,但在西方經(jīng)濟(jì)學(xué)界也有一部分學(xué)者認(rèn)為需要政府干預(yù),其主要論據(jù)是所謂市場失靈、市場缺陷說以及凱恩斯所提出的由于三大基本心理規(guī)律作用必然導(dǎo)致"有效需求不足"的觀點(diǎn)。本文認(rèn)為上述論證是非科學(xué)的,不足為據(jù)。在市場經(jīng)濟(jì)條件下,之所以需要政府干預(yù),在于市場經(jīng)濟(jì)不僅要遵循商品運(yùn)動的一般規(guī)律,而且也要遵循資本運(yùn)動的一般規(guī)律。馬克思在《資本論》中所揭示的資本追求價值增殖、資本生產(chǎn)過剩、資本積累必然引起貧富分化的資本運(yùn)動三大規(guī)律,在去掉其資本主義性質(zhì)后,同樣適用于社會主義市場經(jīng)濟(jì),這就是在社會主義市場經(jīng)濟(jì)條件下"更好發(fā)揮政府作用"的學(xué)理依據(jù),它體現(xiàn)了"社會主義市場經(jīng)濟(jì)的內(nèi)在要求"。
[Abstract]:The core problem of economic system reform is to deal with the relationship between government and market. Under the condition of market economy, is it necessary for the government to intervene? The answer of the neo-liberals is no, but in the western economic circles, some scholars also believe that government intervention is needed. The main arguments are the so-called market failure, the market defect theory and Keynes's view that the role of the three basic psychological laws will inevitably lead to "insufficient effective demand". This paper holds that the above argument is unscientific and unfounded. Under the condition of market economy, the reason why the government intervention is needed is that the market economy should follow not only the general law of commodity movement, but also the general law of capital movement. Marx revealed in Das Kapital three laws of capital movement in pursuit of value, overproduction of capital and capital accumulation, which will inevitably lead to the differentiation of rich and poor. After removing its capitalist nature, it is also applicable to socialist market economy, which is the theoretical basis of "giving full play to the role of government" under the condition of socialist market economy, which embodies the inherent requirements of socialist market economy.
