【摘要】：正"十三五"規(guī)劃是在我國經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)的大背景下制定和實(shí)施,順應(yīng)和引領(lǐng)經(jīng)濟(jì)發(fā)展新常態(tài)成為"十三五"規(guī)劃制定的基本思路,但需要注重以下幾個(gè)重要問題。培育經(jīng)濟(jì)新增長點(diǎn)。從國際視野看,信息網(wǎng)絡(luò)、生物科技、清潔能源、新材料與先進(jìn)制造等正孕育著一批具有重大產(chǎn)業(yè)變革前景的技術(shù)突破。我國在其中一些領(lǐng)域處于前沿水平,要抓住新一輪技術(shù)變革浪潮的機(jī)遇,基于新技術(shù)培育新增長點(diǎn),在若干新技術(shù)和新產(chǎn)業(yè)領(lǐng)域努力
[Abstract]:The 13th five-year Plan is formulated and implemented under the background of China's economic development entering the new normal. Conforming to and leading the new normal of economic development has become the basic train of thought of the 13th five-year Plan, but the following important issues need to be paid attention to. Cultivate new economic growth points. From the international perspective, information network, biotechnology, clean energy, new materials and advanced manufacturing are pregnant with a number of technological breakthroughs with major industrial transformation prospects. China is at the forefront in some of these fields. It is necessary to seize the opportunity of a new wave of technological change, cultivate new growth points based on new technologies, and make efforts in a number of new technologies and new industrial fields.
