我國(guó)非營(yíng)利組織參與公共租賃房后期管理的研究

【摘要】:公共租賃住房(簡(jiǎn)稱“公租房”)是解決城市中低收入群體住房困難問題的有效途徑,是構(gòu)建和諧社會(huì)、實(shí)現(xiàn)住有所居的重要內(nèi)容。隨著公租房的大規(guī)模建設(shè),以及與廉租房的并軌,公租房后期管理面臨前所未有的挑戰(zhàn)。公租房的后期管理,即公租房分配后的管理,主要包括租賃管理、社區(qū)管理和物業(yè)管理三個(gè)方面。當(dāng)前,各級(jí)地方政府將注意力集中于公租房的建設(shè),而忽視了公租房后期的管理,導(dǎo)致公租房后期管理產(chǎn)生諸多問題。因而,解決公租房后期管理中面臨的各種問題具有十分重要的現(xiàn)實(shí)意義。 文章嘗試將非營(yíng)利組織引入公租房后期管理中,充分發(fā)揮非營(yíng)利組織的優(yōu)勢(shì),解決公租房后期管理中的各種難題。文章在借鑒和參考現(xiàn)有研究成果的基礎(chǔ)上,梳理分析現(xiàn)階段公租房后期管理的現(xiàn)狀以及實(shí)踐中存在的問題。針對(duì)現(xiàn)階段公租房后期管理存在的問題,提出在公共租賃房后期管理階段引入非營(yíng)利組織的設(shè)想,并利用Sw0T分析法分析了非營(yíng)利組織參與公租房后期管理的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、挑戰(zhàn)和戰(zhàn)略選擇,得出了非營(yíng)利組織參與公租房后期管理具有可行性的結(jié)論。在此基礎(chǔ)上,從非營(yíng)利組織參與公共租賃房后期管理應(yīng)堅(jiān)持的基本理念和原則,非營(yíng)利公租房管理組織的機(jī)構(gòu)設(shè)置、人員配置、工作內(nèi)容以及資金來源途徑等方面構(gòu)建了非營(yíng)利組織參與公租房后期管理的運(yùn)行模式,并從完善法律法規(guī)、加大政府支持力度、建立完善的監(jiān)督機(jī)制、加強(qiáng)非營(yíng)利組織自身建設(shè)等方面分析了非營(yíng)利組織參與公租房后期管理的途徑。 將非營(yíng)利組織引入公租房后期管理中,利用SWOT分析方法對(duì)非營(yíng)利組織參與公租房后期管理的可行性進(jìn)行分析,構(gòu)建非營(yíng)利組織參與公租房后期管理運(yùn)行模式是本文可能的創(chuàng)新之處。但是,由于當(dāng)前有關(guān)公租房后期管理的研究資料相對(duì)較少,因而本文的資料收集相較困難,導(dǎo)致對(duì)我國(guó)公租房后期管理現(xiàn)狀和存在的問題的分析不夠全面。
[Abstract]:Public rental housing (referred to as "public rental housing") is an effective way to solve the housing difficulties of urban low-and middle-income groups. It is also an important content of building a harmonious society and realizing living and living. With the large-scale construction of public rental housing and the combination of low-rent housing, the late management of public rental housing is facing unprecedented challenges. The late management of public rental housing, that is, the management after the allocation of public rental housing, mainly includes rental management, community management and property management. At present, local governments at all levels focus on the construction of public rental housing, but ignore the late management of public rental housing, resulting in many problems in the late management of public rental housing. Therefore, it is of great practical significance to solve various problems in the late management of public rental housing. This paper attempts to introduce the non-profit organization into the late management of public rental housing, give full play to the advantages of the non-profit organization, and solve various difficult problems in the late management of public rental housing. On the basis of reference and reference to the existing research results, this paper analyzes the present situation of the late management of public rental housing and the existing problems in practice. In view of the problems existing in the late management of public rental housing at present, this paper puts forward the assumption of introducing non-profit organizations into the later stage of public rental housing management, and analyzes the advantages, disadvantages and opportunities of non-profit organizations participating in the late management of public rental housing by using Sw0T analysis method. Challenge and strategic choice, draw a conclusion that non-profit organizations participate in the late management of public rental housing is feasible. On this basis, from the non-profit organizations to participate in the later management of public rental housing should adhere to the basic concepts and principles, non-profit public rental housing management organizations of the institutional setup, staffing, The paper constructs the operation mode of non-profit organizations participating in the late management of public rental housing from the aspects of work content and sources of funds, and establishes a perfect supervision mechanism by perfecting laws and regulations, increasing government support, and establishing a perfect supervision mechanism. This paper analyzes the ways of non-profit organizations participating in the late management of public rental housing from the aspects of strengthening the self-construction of non-profit organizations. The non-profit organizations are introduced into the late management of public rental housing, and the feasibility of non-profit organizations participating in the late management of public rental housing is analyzed by using SWOT analysis method. It is a possible innovation of this paper to construct a non-profit organization to participate in the late management mode of public rental housing. However, due to the relatively few research data on the late management of public rental housing, the collection of data in this paper is relatively difficult, which leads to the analysis of the present situation and existing problems of the late management of public rental housing in China is not comprehensive enough.
