【摘要】：安居方能樂業(yè),住房問題是國家政府高度重視的民生問題、社會問題、經(jīng)濟問題,關(guān)系著我國現(xiàn)代化建設的大局。東莞市作為經(jīng)濟大市,龐大的外來務工人員給東莞的社會管理帶來了很多困難,住房公積金就是其中之一。東莞市可納入住房公積金保障體系的人口高達400多萬,但真正繳存住房公積金的人口卻只有100來萬人,住房公積金擴面工作任重而道遠。完善東莞市住房公積金擴面工作,不僅能保障和維護職工的合法權(quán)益,也能促進東莞市經(jīng)濟的平穩(wěn)發(fā)展、社會的和諧穩(wěn)定。近幾年來,東莞市政府加大了對住房公積金的支持力度,并積極開展擴大住房公積金覆蓋面的工作,取得了一定的成效,同時也發(fā)現(xiàn)了很多問題。鑒于這一現(xiàn)狀,探討東莞市住房公積金擴面工作的問題和對策就變得極為迫切。本文著眼于東莞市住房公積金擴面工作的完善,結(jié)合東莞市住房公積金擴面工作的實踐,分析東莞市住房公積金擴面工作存在的問題和困難,為完善東莞市住房公積金擴面工作建言獻策。首先,文章對住房公積金擴面工作概念和理論基礎進行了闡述。住房公積金、住房公積金覆蓋面是論文的核心概念,明確了它們的內(nèi)涵和外延是論文研究得以順利進行的前提。社會保障理論與新公共服務理論是論文研究的理論基礎,只有厘清它們的理論內(nèi)涵和作用,才能為問題的深入分析和對策的提出提供銳利的武器。其次,闡述了東莞市住房公積金擴面工作的現(xiàn)狀及存在的問題。東莞市住房公積金覆蓋率還不到25%,繳納人數(shù)少、勞資糾紛普遍、職工維權(quán)意識淡薄、服務質(zhì)量不高是當前存在的主要問題。再次,分析了東莞市住房公積金擴面工作存在問題的原因。主要包括：政府對擴面工作重視程度不夠；行政執(zhí)法力度不強；非公有制企業(yè)違法欠繳嚴重；住房公積金業(yè)務系統(tǒng)落后。這些原因?qū)橄乱徊降膶Σ呓ㄗh提供依據(jù)。最后,為完善東莞市住房公積金擴面工作,提出了一系列對策建議：(一)加強住房公積金制度擴面——加強住房公積金法治建設,突破重點企業(yè)樹立擴面典型,增強擴面工作的靈活性和循序漸進式原則；(二)加大督促繳存和行政執(zhí)法力度——啟動行政處罰機制,加強行政執(zhí)法催繳,妥善處理群體性追繳事件；(三)有針對性地開展住房公積金宣傳——突出住房公積金宣傳重點,創(chuàng)新住房公積金宣傳方式；(四)提高住房公積金服務質(zhì)量與效能——精簡業(yè)務辦理程序,改革住房公積金貸款模式,轉(zhuǎn)變業(yè)務委托管理模式,加強行政服務效能建設,加快住房公積金業(yè)務管理信息系統(tǒng)建設。本文對東莞市住房公積金擴面工作的探討,旨在為完善當前的擴面工作提供建議,特別是在政策、執(zhí)法、宣傳、業(yè)務等存在不足的地方能夠得到改正提升,從而提升東莞市住房公積金擴面工作的工作實效,真正發(fā)揮住房公積金作為國家政策性個人住房貸款的優(yōu)勢,為推進東莞市轉(zhuǎn)型升級、建設幸福東莞發(fā)揮積極作用。
[Abstract]:The housing problem is the problem of the people's life, the social problems and the economic problems which the state government attaches great importance to, and it is the overall situation of our country's modernization construction. As an economic city in Dongguan, the huge foreign workers have brought many difficulties to the social management of Dongguan, and the housing accumulation fund is one of them. The housing provident fund guarantee system has a population of up to more than 4 million, but the real deposit of the housing accumulation fund is only 1 million, and the housing accumulation fund has a long way to go. It is not only able to safeguard and safeguard the legitimate rights and interests of the employees, but also to promote the smooth development of the Dongguan economy and the harmonious and stable society. In recent years, the government of Dongguan has increased its support to the housing accumulation fund, and has actively carried out the work of expanding the coverage of the housing accumulation fund, and has made some achievements, and has also found a lot of problems. In view of the present situation, it is very urgent to explore the problems and countermeasures of the expansion of the housing accumulation fund in Dongguan. This paper is based on the improvement of Dongguan's housing accumulation fund, combined with the practice of the extension of the housing accumulation fund in Dongguan, analyzes the problems and difficulties existing in the expansion of the housing accumulation fund in Dongguan, and provides suggestions for the improvement of the housing accumulation fund in Dongguan. First, the paper expounds the concept and the theoretical basis of the expansion of the housing accumulation fund. The coverage of housing provident fund and housing accumulation fund is the core concept of the paper, and it is clear that their connotation and extension are the premise of the research of the paper. The theory of social security and the theory of new public service are the theoretical basis of the research of the thesis. Only by clarifying their theoretical connotation and function, can we provide a sharp weapon for the in-depth analysis of the problem and the countermeasures. Secondly, the present situation and existing problems of the expansion face of the housing accumulation fund in Dongguan are described. The coverage rate of the housing accumulation fund in Dongguan is not less than 25%, the number of payment is small, labor disputes are widespread, and the awareness of the worker's rights protection is light and the quality of service is not high. Thirdly, this paper analyzes the reasons of the existing problems in the expansion of the housing accumulation fund in Dongguan. It mainly includes: the government's attention to the expanding work is not enough; the strength of the administrative law enforcement is not strong; the non-public enterprises are in arrears; the housing accumulation fund business system is backward. These are based on the recommendations of the next step. In the end, in order to improve the expansion of the housing accumulation fund in Dongguan, a series of countermeasures are put forward: (1) to strengthen the construction of the housing accumulation fund system, to strengthen the rule of law construction of the housing accumulation fund, to break through the key enterprises to set up a typical expansion face, to enhance the flexibility and step-by-step principle of the expansion work; (2) To strengthen the supervision and supervision of the payment and deposit and the administrative law enforcement; to start the administrative penalty mechanism, to strengthen the payment of the administrative law enforcement and to properly handle the incident of mass recovery; (3) to carry out the publicity of the housing accumulation fund in a targeted manner, to highlight the publicity focus of the housing accumulation fund and to innovate the publicity method of the housing accumulation fund; (4) To improve the quality and efficiency of the housing provident fund, streamline the business process, reform the loan mode of the housing accumulation fund, change the business delegation management mode, strengthen the efficiency construction of the administrative service, and accelerate the construction of the housing accumulation fund business management information system. This paper discusses the expansion of the housing accumulation fund in Dongguan, and aims at providing some suggestions for improving the current face-expanding work, especially in the areas where there are insufficient policies, law enforcement, publicity and business, so as to improve the working efficiency of the housing accumulation fund expansion in Dongguan, As the advantage of the national policy-based individual housing loan, the real housing accumulation fund will play an active role in promoting the transformation and upgrading of Dongguan and building the well-being and Dongguan.
