【摘要】：世界上最早成立工會(huì)、最早實(shí)現(xiàn)勞資雙方之間開展集體談判的國家是英國。撒切爾夫人在1979年執(zhí)政后使英國的勞資關(guān)系發(fā)生了明顯的改善,勞資政策改革是整個(gè)撒切爾革命的核心。撒切爾政府徹底放棄了“二戰(zhàn)”后兩黨達(dá)成的共識(shí)政治,在保守主義傳統(tǒng)和新自由主義經(jīng)濟(jì)理念的深刻影響下,撒切爾主義勞資觀逐漸形成,并被“鐵娘子”撒切爾堅(jiān)定地貫徹到每一個(gè)與勞資關(guān)系相關(guān)的領(lǐng)域。經(jīng)過撒切爾夫人十一年大刀闊斧的改革,雖然工會(huì)未被徹底征服,但其實(shí)力遭到嚴(yán)重的削弱,英國的勞資關(guān)系和勞資力量對(duì)比發(fā)生根本轉(zhuǎn)變。本文主要運(yùn)用文獻(xiàn)研究方法和歷史分析方法,從研究撒切爾政府勞資政策的理論——漸進(jìn)主義出發(fā),系統(tǒng)梳理了撒切爾夫人執(zhí)政前英國的勞資關(guān)系現(xiàn)狀：1945年之前為自由放任的集體談判；1945——1979年分別為戰(zhàn)時(shí)勞資機(jī)制的延續(xù)、法團(tuán)主義勞資機(jī)制、由工會(huì)主導(dǎo)的勞資機(jī)制。分析了撒切爾政府勞資政策內(nèi)容,具體包括：勞資立法、重塑自由經(jīng)濟(jì)。從政治、經(jīng)濟(jì)和社會(huì)角度評(píng)析了撒切爾政府勞資政策的效果,并探討了對(duì)后撒切爾時(shí)代的影響：梅杰政府基本是沿用撒切爾政府的政策前行,即便是布萊爾工黨政府的勞資政策中也處處閃現(xiàn)著撒切爾主義的印記。從而得出本文的結(jié)論：撒切爾政府勞資政策適應(yīng)了當(dāng)時(shí)的英國國情、撒切爾政府勞資政策以司法改革與經(jīng)濟(jì)改革為切入點(diǎn)、撒切爾政府執(zhí)政期間所展現(xiàn)的“撒切爾主義”影響深遠(yuǎn)。
[Abstract]:The first state in the world to form a trade union, the first to realize collective bargaining between the two parties, is the United Kingdom. Mrs. Thatcher's labour relations in the UK have been significantly improved after her ruling in 1979, and the reform of the labour policy is at the heart of the entire Thatcher revolution. The Thatcher government gave up the consensus politics between the two parties after the "World War II", and under the influence of the conservative tradition and the neo-liberal economic idea, the Thatcher's view of labor and labor was gradually formed, and was firmly carried out by "a lady of iron" Thatcher to each of the areas related to the industrial relations. After Mrs. Thatcher's 10-year-old reform, though the trade union was not completely conquered, its strength was severely weakened, and the British labour relations and labour force had a fundamental shift. This paper mainly uses the literature research method and the historical analysis method, and based on the study of the theory of the Thatcher government's labor policy, the system has sorted out the current situation of the labor relations in the UK before the administration of Mrs. Thatcher: the collective bargaining of the laissez-faire before 1945; The period of 1945 _ 1979 was the continuation of the wartime labor and labor mechanism, the corporatism and labor mechanism, and the labor and labor mechanism dominated by the trade union. The content of the government's labor policy is analyzed, including the labor legislation and the remolding of the free economy. From the point of view of the political, economic and social perspective, the effect of the Thatcher government's labor policy is analyzed, and the influence of the post-Thatcher era is also discussed: the Meijie government is based on the policy of the Thatcher government, Even the Labour's Labour government's labour policy was a sign of the thatcher's mark. As a result, the conclusion of this paper is that the Thatcher government's labor policy has been adapted to the prevailing situation in the UK, and the "Thatcherism" of the government's labor and labor policy is the entry point for judicial reform and economic reform.
