【摘要】：合同能源管理作為一種基于市場(chǎng)運(yùn)作的新興節(jié)能管理機(jī)制,對(duì)于我國(guó)建設(shè)節(jié)約型社會(huì)和實(shí)施可持續(xù)發(fā)展具有重要意義,但由于EMC市場(chǎng)的外部性特征,導(dǎo)致各方參與EMC的積極性不強(qiáng),EMC市場(chǎng)無(wú)法自發(fā)形成。文章通過(guò)對(duì)EMC市場(chǎng)培育及核心利益相關(guān)者效益分享兩個(gè)方面的研究探討如何促進(jìn)EMC市場(chǎng)的形成、穩(wěn)定發(fā)展。文章首先對(duì)EMC市場(chǎng)的外部性特征進(jìn)行分析,論證了EMC市場(chǎng)培育的必要性。對(duì)EMC市場(chǎng)利益相關(guān)者進(jìn)行界定分析,構(gòu)建了政府與耗能單位、ESCo與耗能單位、ESCo與金融機(jī)構(gòu)間的演化博弈,對(duì)核心利益相關(guān)者行為進(jìn)行分析,進(jìn)而從政策法規(guī)、財(cái)政經(jīng)濟(jì)、組織機(jī)構(gòu)、技術(shù)人才、意識(shí)形態(tài)五方面構(gòu)建了EMC市場(chǎng)培育體系,通過(guò)外部環(huán)境的改善培育EMC市場(chǎng)的形成。其次,基于合作博弈Shapley值分配方法構(gòu)建了節(jié)能效益分享型EMC項(xiàng)目核心利益相關(guān)者效益分享模型,結(jié)合各利益相關(guān)者的風(fēng)險(xiǎn)系數(shù)、投入比重、努力程度對(duì)分享方案進(jìn)行修正,并提出了方案的實(shí)施流程。科學(xué)合理的效益分享是EMC市場(chǎng)發(fā)展的內(nèi)部推動(dòng)力,是促進(jìn)EMC市場(chǎng)穩(wěn)定發(fā)展的保障。最后文章以某高校照明改造項(xiàng)目為例進(jìn)行分析,運(yùn)用分享模型提出了核心利益主體效益分享的修正方案,論證效益分享模型的可操作性及合理性,并結(jié)合案提出了EMC市場(chǎng)培育的相關(guān)建議。
[Abstract]:As a new energy-saving management mechanism based on market operation, contract energy management is of great significance to the construction of economy-oriented society and the implementation of sustainable development in China. However, due to the externality of EMC market, As a result, the enthusiasm of all parties to participate in EMC is not strong, and the EMC market cannot be formed spontaneously. This paper discusses how to promote the formation and steady development of EMC market by studying the cultivation of EMC market and the benefit sharing of core stakeholders. In this paper, the externality of EMC market is analyzed, and the necessity of cultivating EMC market is demonstrated. The EMC market stakeholders are defined and analyzed, and the evolutionary game between government and energy consumption units, ESCo and financial institutions is constructed, and the behavior of core stakeholders is analyzed, and then, from the perspective of policies and regulations, financial economy, The system of EMC market cultivation is constructed in five aspects: organization, technical personnel and ideology, and the formation of EMC market is cultivated through the improvement of external environment. Secondly, based on the cooperative game Shapley value allocation method, the paper constructs the benefit sharing model for the core stakeholders of the energy-saving benefit-sharing EMC project, and modifies the sharing scheme according to the risk coefficient of each stakeholder, the proportion of input, and the degree of effort. And put forward the implementation process of the scheme. Scientific and reasonable benefit sharing is the internal driving force of the development of EMC market and the guarantee of promoting the stable development of EMC market. Finally, taking a college lighting renovation project as an example, this paper puts forward a modified scheme of benefit sharing for core stakeholders by using the sharing model, and demonstrates the operability and rationality of the benefit sharing model. Combined with the case, the paper puts forward some suggestions on the cultivation of EMC market.
