我國(guó)食品安全“控制—響應(yīng)”雙軸網(wǎng)格監(jiān)管模式研究

【摘要】:本文用貼近實(shí)際生活和解決實(shí)際問(wèn)題的研究角度去尋找問(wèn)題,確定近年來(lái)社會(huì)關(guān)注度較高的“食品安全”問(wèn)題符合個(gè)人的研究思路和方向。通過(guò)大量文獻(xiàn)的閱讀、思考,以及現(xiàn)實(shí)生活中的體驗(yàn)和感悟,發(fā)現(xiàn)我國(guó)食品安全的監(jiān)管現(xiàn)狀存在著——“日常監(jiān)管乏力,應(yīng)急響應(yīng)滯后”的問(wèn)題。本文針對(duì)這一現(xiàn)狀,基于網(wǎng)格化管理機(jī)理,設(shè)計(jì)出常規(guī)狀態(tài)下以“控制軸”為核心,應(yīng)急狀態(tài)下以“響應(yīng)軸”為核心的食品安全雙軸網(wǎng)格監(jiān)管模式。對(duì)癥下藥,致力于修復(fù)現(xiàn)有的食品安全監(jiān)管漏洞,保障公眾利益,維護(hù)社會(huì)穩(wěn)定。論文的第一章緒論,對(duì)本文的研究方向和研究?jī)?nèi)容進(jìn)行了簡(jiǎn)單概括,分別從問(wèn)題的提出、國(guó)內(nèi)外研究綜述(對(duì)相關(guān)研究領(lǐng)域的梳理)、研究思路與方法和理論基礎(chǔ)四個(gè)方面引入研究?jī)?nèi)容。第二章是對(duì)國(guó)內(nèi)外食品安全監(jiān)管模式的一個(gè)梳理。從中總結(jié)出國(guó)外在食品安全監(jiān)管模式上的創(chuàng)新經(jīng)驗(yàn)以及國(guó)內(nèi)現(xiàn)有的監(jiān)管模式現(xiàn)狀。第三章構(gòu)建了食品安全雙軸網(wǎng)格監(jiān)管模式,本章從分析以往食品安全事件政府治理的規(guī)律分析開始,分別引入在常態(tài)和應(yīng)急兩種狀態(tài)下,政府需要怎樣的食品安全監(jiān)管模式才能更好治理食品安全問(wèn)題。并且通過(guò)對(duì)網(wǎng)格維度劃分及雙軸的構(gòu)建,形成一個(gè)統(tǒng)一有序、重點(diǎn)監(jiān)控的新模式。第四章、第五章和第六章是論證章。第四章、第五章分別對(duì)“控制軸”和“響應(yīng)軸”的具體設(shè)計(jì)從合理性、科學(xué)性和系統(tǒng)性三個(gè)方面進(jìn)行論證。第六章是從新模式確立的邏輯與現(xiàn)實(shí)依據(jù)以及監(jiān)管資源配置和績(jī)效最優(yōu)化方面,對(duì)食品安全網(wǎng)格化監(jiān)管模式設(shè)計(jì)思路進(jìn)行合理性驗(yàn)證,從新模式與傳統(tǒng)模式的優(yōu)劣對(duì)比分析進(jìn)行科學(xué)性論證,從理論依據(jù)和技術(shù)支持兩方面來(lái)進(jìn)行可行性論證。本文的創(chuàng)新點(diǎn)主要有:1、在研究角度的選取上,對(duì)于食品安全問(wèn)題的解決,學(xué)界較多的從理論、法律法規(guī)角度進(jìn)行研究,本文使用網(wǎng)格化管理模式,構(gòu)建一個(gè)新的信息化食品安全監(jiān)管模式。2、本文將食品安全監(jiān)管分為常規(guī)監(jiān)管和應(yīng)急響應(yīng)兩大狀態(tài),并設(shè)計(jì)了與之相適應(yīng)的“控制軸”和“響應(yīng)軸”。不同狀態(tài)下的管理側(cè)重點(diǎn)不同,兩軸的設(shè)計(jì)能將資源的利用效益達(dá)到最大化,同時(shí)也符合社會(huì)分工精細(xì)化的管理趨勢(shì)。兩軸并非完全獨(dú)立,而在臨界狀態(tài)下也能相互協(xié)調(diào),開展工作。3、本文的目的不僅僅在于解決當(dāng)下的食品安全問(wèn)題,更重要的是以此為契機(jī),推動(dòng)網(wǎng)格化管理的推廣,促使政府由“管理型”向“服務(wù)型”轉(zhuǎn)變。
[Abstract]:This paper uses the research angle of close to the real life and solving the actual problem to find the problem, and confirms that the "food safety" problem, which has high social concern in recent years, accords with the individual's research idea and direction. Through reading, thinking and experiencing in real life, it is found that there are some problems in the supervision of food safety in our country: "the daily supervision is weak, the emergency response is lagging behind". In view of this situation, based on the gridding management mechanism, this paper designs a two-axis grid monitoring mode for food safety, which takes "control axis" as the core and "response axis" as the core under the normal state. The right medicine, committed to repair existing food safety regulatory loopholes, protect public interest, maintain social stability. The first chapter of the paper is the introduction, which summarizes the research direction and research content of this paper, respectively from the issues raised, domestic and foreign research summary (combing the relevant research field), Research ideas and methods and theoretical basis four aspects of the introduction of research content. The second chapter is a carding of food safety supervision mode at home and abroad. This paper summarizes the innovation experience of food safety supervision mode abroad and the present situation of domestic supervision mode. The third chapter constructs the food safety biaxial grid supervision mode, this chapter from the analysis of the past food safety incidents of government governance analysis, introduced in the normal and emergency two states, respectively. What kind of food safety regulation model does the government need to better deal with the food safety problem. And through the grid dimension division and the construction of the two-axis, form a unified and orderly, focus on the new mode of monitoring. Chapter IV, Chapter V and Chapter VI are argumentation chapters. Chapter four and chapter five demonstrate the design of control axis and response axis from three aspects: rationality, science and systematicness. The sixth chapter is to verify the rationality of the food safety grid-based supervision mode design from the logical and realistic basis of the new model, the allocation of regulatory resources and the optimization of performance. The scientific analysis of the advantages and disadvantages of the new model and the traditional model is carried out, and the feasibility is demonstrated from the two aspects of theoretical basis and technical support. The main innovation points of this paper are as follows: 1. On the selection of research angle and the solution of food safety problem, the academic circles do more research from the angle of theory, laws and regulations, and this paper uses grid management mode. This paper divides food safety supervision into two states: routine supervision and emergency response, and designs the corresponding "control axis" and "response axis". The two-axis design can maximize the efficiency of resource utilization and conform to the management trend of fine division of labor in society. The two axes are not completely independent, but can coordinate and work with each other under the critical state. 3, the purpose of this paper is not only to solve the current food safety problems, but also to take this as an opportunity to promote the promotion of grid-based management. To promote the government from "management" to "service-oriented" transformation.
