【摘要】：食品是人類生存和發(fā)展的首要物質(zhì)基礎(chǔ),食品安全關(guān)系到人類的健康和生活質(zhì)量,關(guān)系到社會(huì)的良好運(yùn)行和協(xié)調(diào)發(fā)展,關(guān)系到社會(huì)的文明與進(jìn)步。然而,近年來,食品安全事件層出不窮,社會(huì)大眾要求政府加強(qiáng)食品安全監(jiān)管的呼聲日益高漲。如何有效加強(qiáng)食品安全監(jiān)管已成為一個(gè)十分緊迫的課題。本文試圖通過個(gè)案研究,對(duì)浦東新區(qū)基層政府食品安全監(jiān)管體制這一重大問題進(jìn)行研究,反思食品安全“以條為主”監(jiān)管體制的轉(zhuǎn)型經(jīng)驗(yàn),分析食品安全“以塊為主”監(jiān)管體制的發(fā)展現(xiàn)狀及其存在的問題,并對(duì)當(dāng)前食品安全“以塊為主”監(jiān)管體制的優(yōu)化路徑提出了對(duì)策思考。首先,本文分析了浦東新區(qū)食品安全監(jiān)管體制的背景、發(fā)展的各階段以及階段變遷的基本特征。其次,文章結(jié)合基層政府在食品安全日常監(jiān)管行為中的各種案例,分析了“以條為主”食品安全監(jiān)管體制存在各部門之間不能做到“無縫對(duì)接”,職能部門“管得著看不見”、地方政府“看得見管不著”等問題。隨后提出了轉(zhuǎn)型過程中存在的問題及原因,最后,指出了“以塊為主”監(jiān)管體制下地方政府過度追逐經(jīng)濟(jì)利益和監(jiān)管動(dòng)力不足的問題并分析了原因。最后,本文也嘗試提出一些相應(yīng)的治理對(duì)策,即完善“以塊為主”食品安全監(jiān)管體制的權(quán)責(zé),探索“以塊為主”食品安全監(jiān)管體制的機(jī)制創(chuàng)新,促進(jìn)“以塊為主”的食品安全監(jiān)管體制的配套制度建設(shè)。
[Abstract]:Food is the primary material basis for human survival and development. Food safety is related to human health and quality of life, to the good operation and coordinated development of society, to the civilization and progress of society. However, in recent years, food safety incidents emerge in endlessly, and the public calls for the government to strengthen food safety supervision. How to effectively strengthen food safety supervision has become a very urgent issue. This paper attempts to study the major issue of food safety supervision system of grass-roots government in Pudong New area through case study, and reflect on the experience of the transition of food safety supervision system. This paper analyzes the current situation and existing problems of the food safety "block-based" supervision system, and puts forward some countermeasures to optimize the current food safety "block-based" regulatory system. First of all, this paper analyzes the background of the food safety supervision system in Pudong New area, the development stages and the basic characteristics of the stage changes. Secondly, combined with various cases of grass-roots government in the daily supervision of food safety, the article analyzes the "strip based" food safety regulatory system exists between the departments can not achieve "seamless docking", the functional departments "can not be seen". Local governments "can not see to manage" and other issues. At last, the author points out the local governments' excessive pursuit of economic interests and insufficient supervision power under the "block oriented" regulatory system, and analyzes the reasons. Finally, this paper also tries to put forward some corresponding countermeasures, that is, to perfect the authority and responsibility of the food safety supervision system, and to explore the mechanism innovation of the food safety supervision system based on the block. To promote the "block-oriented" food safety regulatory system supporting system construction.
