【摘要】：城鎮(zhèn)化是現(xiàn)代化的必由之路,是人類(lèi)社會(huì)文明進(jìn)步的重要標(biāo)志,推進(jìn)新型城鎮(zhèn)化發(fā)展,是全面貫徹落實(shí)科學(xué)發(fā)展觀,堅(jiān)持統(tǒng)籌發(fā)展、集約發(fā)展、和諧發(fā)展、創(chuàng)新發(fā)展,走以人為本,資源節(jié)約、環(huán)境友好、經(jīng)濟(jì)高效、遵循規(guī)律、大中小城市和小城鎮(zhèn)協(xié)調(diào)發(fā)展、城鄉(xiāng)互促共進(jìn)發(fā)展的城鎮(zhèn)化道路。①黨的十八大以來(lái),中央把推進(jìn)城鎮(zhèn)化放在更加突出的位置,做出了一系列安排部署,穩(wěn)步推進(jìn)城鎮(zhèn)化是現(xiàn)階段我國(guó)改革和發(fā)展面臨的重要任務(wù)。作為政府配置資源、調(diào)控經(jīng)濟(jì)的重要手段,財(cái)政在推進(jìn)新型城鎮(zhèn)化進(jìn)程中擔(dān)負(fù)著重要責(zé)任。圍繞“人的城鎮(zhèn)化”,城鎮(zhèn)化建設(shè)既涉及基礎(chǔ)設(shè)施建設(shè),也涉及公共服務(wù)提供、民生改善,方方面面對(duì)自己的需求都很大。在當(dāng)前財(cái)政運(yùn)行呈現(xiàn)收入低增長(zhǎng)、支出壓力加大的背景下,單靠政府財(cái)政投入,難以滿(mǎn)足城鎮(zhèn)化推進(jìn)過(guò)程中的巨量自己需求,迫切需要拓寬資金籌措渠道,創(chuàng)新自己投入機(jī)制和公共產(chǎn)品供應(yīng)機(jī)制。 我國(guó)城鎮(zhèn)化發(fā)展戰(zhàn)略實(shí)施中的一個(gè)重要問(wèn)題之一就是如何取得城鎮(zhèn)化建設(shè)所需的巨量資金并充分發(fā)揮資金效益。新型城鎮(zhèn)化建設(shè)對(duì)基礎(chǔ)設(shè)施方面的資金投入的巨大要求,如果僅僅按照傳統(tǒng)融資模式依靠財(cái)政資金,很難完成這一艱巨任務(wù)。本文在總結(jié)國(guó)內(nèi)外學(xué)者對(duì)我國(guó)城鎮(zhèn)化建設(shè)研究的基礎(chǔ)之上,對(duì)城鎮(zhèn)化建設(shè)的相關(guān)理論進(jìn)行梳理和整合,進(jìn)而引入加拿大PPP管理體系作為案例進(jìn)行具體分析,闡述當(dāng)前我國(guó)及我省城鎮(zhèn)化建設(shè)現(xiàn)狀即問(wèn)題,對(duì)城市基礎(chǔ)設(shè)施投融資模式、財(cái)政支持城鎮(zhèn)化公共基礎(chǔ)設(shè)施的情況、政府債務(wù)現(xiàn)狀、我省新型城鎮(zhèn)化建設(shè)未來(lái)投入預(yù)估進(jìn)行分析后,認(rèn)為必須尋找新的政府投融資模式,合理解決資金投入問(wèn)題,在城鎮(zhèn)化戰(zhàn)略實(shí)施中保持城鎮(zhèn)化健康發(fā)展,提出通過(guò)PPP模式來(lái)改變城鎮(zhèn)化建設(shè)中重大基本建設(shè)項(xiàng)目單一依靠政府投入的現(xiàn)狀,破解政府投入資金難題,為我省城鎮(zhèn)化建設(shè)中基礎(chǔ)設(shè)施項(xiàng)目以后的投資方向提出合理化建議。
[Abstract]:Urbanization is the only way to modernization and an important symbol of the civilization and progress of human society. To promote the development of new urbanization is to comprehensively implement the scientific development view, adhere to the overall development, intensive development, harmonious development, innovative development. Take the road of urbanization that is people-oriented, resource-saving, environmentally friendly, economically efficient, consistent with the law, coordinated development of large, medium-sized and small cities and towns, and mutual promotion of urban and rural development. 1 since the 18th CPC National Congress, The central authorities put the promotion of urbanization in a more prominent position, made a series of arrangements, and steadily promoted urbanization is an important task facing the reform and development of our country at the present stage. As an important means for the government to allocate resources and regulate the economy, finance plays an important role in promoting the new urbanization process. Around "human urbanization", urbanization construction involves not only infrastructure construction, but also the provision of public services, people's livelihood improvement, all aspects of their own needs are great. Under the background of low revenue growth and increasing expenditure pressure, it is difficult to meet the huge demand in the process of urbanization by relying on the government financial input alone. Therefore, it is urgent to broaden the channels for raising funds. Innovation of their own input mechanism and public goods supply mechanism. One of the important problems in the implementation of urbanization development strategy in China is how to obtain the huge amount of funds needed for the construction of urbanization and give full play to the benefit of funds. The construction of new urbanization requires huge investment in infrastructure. It is difficult to complete this arduous task if only relying on the financial funds according to the traditional financing mode. On the basis of summarizing the domestic and foreign scholars' research on the urbanization construction in China, this paper combs and integrates the relevant theories of urbanization construction, and then introduces the Canadian PPP management system as a case to carry on the concrete analysis. This paper expounds the present situation of urbanization construction in our country and our province, namely the problems, the investment and financing mode of urban infrastructure, the situation of financial support for urbanization public infrastructure, and the present situation of government debt. Based on the analysis of the forecast of the future investment in the new urbanization construction in our province, it is considered that it is necessary to find a new government investment and financing mode, to solve the problem of capital investment reasonably, and to maintain the healthy development of urbanization in the implementation of urbanization strategy. This paper proposes to change the current situation of major capital construction projects in urbanization construction by means of PPP, which relies solely on government input, solves the problem of government investment funds, and puts forward some reasonable suggestions for the future investment direction of infrastructure projects in urbanization construction in our province.
