【摘要】：新型城鎮(zhèn)化是近年來我國各級(jí)政府和學(xué)術(shù)界討論的熱門話題。十八大報(bào)告明確提出：堅(jiān)持走中國特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路，推動(dòng)信息化和工業(yè)化深度融合、工業(yè)化和城鎮(zhèn)化良性互動(dòng)、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化相互協(xié)調(diào)，促進(jìn)工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展。在我國全面建成小康社會(huì)的關(guān)鍵時(shí)期，新型城鎮(zhèn)化的國家戰(zhàn)略地位越發(fā)明顯。按照建設(shè)中國特色社會(huì)主義五位一體總體布局，順應(yīng)發(fā)展規(guī)律，因勢(shì)利導(dǎo)，趨利避害，積極穩(wěn)妥扎實(shí)有序推進(jìn)城鎮(zhèn)化，，對(duì)全面建成小康社會(huì)、加快社會(huì)主義現(xiàn)代化建設(shè)進(jìn)程、實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢(mèng)，具有重大現(xiàn)實(shí)意義和深遠(yuǎn)歷史意義。新型城鎮(zhèn)化發(fā)展需要各級(jí)政府的共同努力，中央政府從戰(zhàn)略角度明確新型城鎮(zhèn)化的發(fā)展路徑、主要目標(biāo)和重大任務(wù)，負(fù)責(zé)統(tǒng)籌相關(guān)領(lǐng)域制度和政策，而通過研究城鎮(zhèn)化發(fā)展歷程和分析地方政府職能可以看出，地方政府是新型城鎮(zhèn)化發(fā)展的參與者、規(guī)劃者和直接領(lǐng)導(dǎo)者。本文主要通過文獻(xiàn)分析法、案例分析法、理論與實(shí)證結(jié)合分析等方法，從新型城鎮(zhèn)化的基本內(nèi)涵出發(fā)，在分析新型城鎮(zhèn)化發(fā)展對(duì)地方政府的職能要求的基礎(chǔ)上，分析了地方政府在面臨城鎮(zhèn)化建設(shè)時(shí)存在的職能偏差及原因分析，通過分析我國部分地區(qū)城鎮(zhèn)化發(fā)展成功模式總結(jié)出轉(zhuǎn)變地方政府職能的借鑒意義，進(jìn)而以科學(xué)發(fā)展觀要求論述了新形勢(shì)下我國城鎮(zhèn)化發(fā)展對(duì)地方政府提出的更高要求，闡明地方政府在城鎮(zhèn)化發(fā)展中的職能定位，最后就如何轉(zhuǎn)變地方政府職能、更好地為城鎮(zhèn)化發(fā)展做出貢獻(xiàn)提出了路徑選擇。
[Abstract]:In recent years, new urbanization has been a hot topic discussed by government and academic circles. The report of the 18th National Congress of the National people's Congress clearly pointed out: adhere to the road of new-type industrialization with Chinese characteristics, informatization, urbanization, agricultural modernization, promote the deep integration of informatization and industrialization, and promote benign interaction between industrialization and urbanization. Urbanization and agricultural modernization coordinate each other, promote industrialization, information technology, urbanization, agricultural modernization synchronous development. In the key period of building a well-off society in China, the national strategic position of new urbanization becomes more and more obvious. According to the overall layout of building socialism with Chinese characteristics as a whole, conforming to the law of development, guiding the situation, seeking advantages and avoiding disadvantages, actively, steadily, and in an orderly manner, we will promote urbanization to build a well-off society in an all-round way and speed up the process of socialist modernization. Chinese Dream, who has realized the great rejuvenation of the Chinese nation, has great realistic and profound historical significance. The development of new urbanization requires the joint efforts of governments at all levels. The central government is responsible for making clear the development path, main objectives and major tasks of the new urbanization from a strategic point of view, and is responsible for coordinating the systems and policies in related fields. By studying the development course of urbanization and analyzing the function of local government, we can see that local government is the participant, planner and direct leader of new urbanization development. This article mainly through the literature analysis method, the case analysis method, the theory and the demonstration union analysis and so on, embarks from the new type urbanization basic connotation, in the analysis new type urbanization development to the local government function request foundation, This paper analyzes the function deviation and reason of the local government in the process of urbanization construction, and summarizes the significance of changing the function of local government by analyzing the successful mode of urbanization development in some parts of our country. Then, with the request of the scientific development view, this paper discusses the higher requirements of the urbanization development of our country to the local government under the new situation, clarifies the function orientation of the local government in the urbanization development, and finally discusses how to change the function of the local government. Better for the development of urbanization to contribute to the proposed path choice.
