社會(huì)交換視角下勞工社會(huì)組織的資源獲取機(jī)制研究

【摘要】:勞工社會(huì)組織作為外來務(wù)工人員與國家、市場、社會(huì)關(guān)系的中介與橋梁,肩負(fù)著挖掘社會(huì)資源、實(shí)施幫扶救助、實(shí)現(xiàn)社會(huì)和諧的重大責(zé)任。其能夠代表部分處于二級勞動(dòng)力市場的外來務(wù)工人員,能夠彌補(bǔ)政府對外來務(wù)工人員缺乏基本公共服務(wù)的缺陷,彌補(bǔ)企業(yè)對外來務(wù)工人員缺乏基本權(quán)益保障的缺陷。然而,隨著社會(huì)組織與政府的主從附屬關(guān)系和與企業(yè)的買賣關(guān)系日益暴露,社會(huì)組織的公益性和非營利性遭到質(zhì)疑。因此,社會(huì)組織既要協(xié)調(diào)與政府、企業(yè)的交換關(guān)系,更要積極主動(dòng)的在公民社會(huì)領(lǐng)域中探索動(dòng)員社會(huì)資源的流程與機(jī)制。 本文采用個(gè)案研究方法,從社會(huì)交換視角出發(fā),以社會(huì)吸引和共享價(jià)值觀為理論框架,選取勞工社會(huì)組織中的G機(jī)構(gòu)作為研究對象,以參與式觀察法和訪談法為主,從2012年8月到2012年12月深度參與了該機(jī)構(gòu)的打工子弟學(xué)校項(xiàng)目。從而分析G機(jī)構(gòu)獲取資源過程中的社會(huì)交換關(guān)系是什么,以及交換的流程和機(jī)制,,重點(diǎn)剖析了在公民社會(huì)領(lǐng)域中,勞工社會(huì)組織與志愿者(個(gè)人志愿者、團(tuán)體志愿者、社會(huì)精英人士)、大眾媒體、其他社會(huì)組織之間的資源交換機(jī)制。 勞工社會(huì)組織的交換對象分為兩類,一類是所服務(wù)的對象(外來務(wù)工人員),另一類是為勞工社會(huì)組織供給人力、財(cái)力、物力的資源提供者(政府、企業(yè)、社會(huì))。其中,社會(huì)領(lǐng)域中包括,志愿者(個(gè)人志愿者、高校志愿者、社會(huì)精英人士)、大眾媒體和其他社會(huì)組織。勞工社會(huì)組織與外來務(wù)工人員之間的交換流程依次是從滿足精神文化需求、物質(zhì)生活需求、身份認(rèn)同需求等三個(gè)方面實(shí)現(xiàn)社會(huì)吸引的。其交換機(jī)制是以共享價(jià)值觀為出發(fā)點(diǎn),通過滿足外來務(wù)工人員不同層次的需求,使工友的角色發(fā)生轉(zhuǎn)變,最終實(shí)現(xiàn)互惠共贏的交換模式。勞工社會(huì)組織與資源提供者的交換流程是經(jīng)過對公益事項(xiàng)的感知程度實(shí)現(xiàn)初步吸引,再到對組織的感知程度實(shí)現(xiàn)可持續(xù)吸引的過程。其交換機(jī)制是以共享價(jià)值觀為出發(fā)點(diǎn),通過提高資源提供者對公益事項(xiàng)的感知程度和對機(jī)構(gòu)信譽(yù)的認(rèn)同度,使資源提供者產(chǎn)生更大范圍的共享價(jià)值觀,最終實(shí)現(xiàn)可持續(xù)的資源獲取。
[Abstract]:As an intermediary and bridge between migrant workers and countries, markets and social relations, labor social organizations shoulder the great responsibility of excavating social resources, carrying out assistance and assistance, and realizing social harmony. It can represent part of the migrant workers in the secondary labor market, can make up for the government's lack of basic public services for migrant workers, and make up for the lack of protection of the basic rights and interests of migrant workers in enterprises. However, with the increasing exposure of the relationship between social organizations and government, as well as with enterprises, the commonweal and non-profit nature of social organizations has been questioned. Therefore, social organizations should not only coordinate the exchange relations with government and enterprises, but also actively explore the process and mechanism of mobilizing social resources in the field of civil society. This paper adopts the case study method, from the perspective of social exchange, takes the social attraction and shared values as the theoretical framework, selects the G organization in the labor social organization as the research object, mainly takes the participatory observation method and the interview method as the main research objects. From August 2012 to December 2012, he was deeply involved in the school program for working children. In order to analyze the social exchange relationship in the process of obtaining resources, and the process and mechanism of the exchange, the paper focuses on the analysis of social labor organizations and volunteers (individual volunteers, group volunteers) in the field of civil society. Social elite), mass media, other social organizations between the exchange of resources mechanism. The exchange objects of the labor social organization can be divided into two categories, one is the object of service (migrant workers), the other is the resource provider (government, enterprise, society) who supplies labor social organization with manpower, financial and material resources. Among them, the social field includes volunteers (individual volunteers, university volunteers, social elites), mass media and other social organizations. The exchange process between labor social organizations and migrant workers is to realize social attraction from three aspects: satisfying spiritual and cultural needs, material life needs and identity needs. The exchange mechanism is based on shared values, through meeting the needs of migrant workers at different levels, to change the role of workers, and finally to achieve a win-win exchange mode. The exchange process between the labor social organization and the resource provider is the process of realizing the initial attraction to the perceived degree of public welfare and then to the sustainable attraction of the perceived degree of the organization. The exchange mechanism is based on the shared values, through increasing the awareness of the public goods and the recognition of the credibility of the organization, the resource providers can produce a wider range of shared values. Finally, sustainable access to resources is achieved.
