基于ppp模式下的城市污水處理研究

【摘要】:當(dāng)前,PPP管理模式已被作為改進(jìn)政府公共產(chǎn)品和公共服務(wù)提供方式的重要舉措。本文在深入探討PPP模式的概念、特點(diǎn)及功能優(yōu)勢(shì)的基礎(chǔ)上,針對(duì)當(dāng)前我國(guó)城市污水處理中存在的問(wèn)題及產(chǎn)生的原因,認(rèn)為為了更好地實(shí)現(xiàn)城市污水處理中的節(jié)能減排目標(biāo),需要積極引進(jìn)和推廣新的PPP管理模式。在城市污水處理工作中引入和使用PPP管理模式時(shí),需要根據(jù)現(xiàn)有、改擴(kuò)建、新建的污水處理廠的具體形態(tài)而選擇不同的PPP模式的具體形式。
[Abstract]:At present, PPP management mode has been taken as an important measure to improve the government public goods and public service. On the basis of deeply discussing the concept, characteristics and function advantages of PPP mode, this paper points out that in order to better realize the goal of energy saving and emission reduction in urban sewage treatment, this paper aims at the existing problems and causes of urban sewage treatment in China. Need to actively introduce and promote the new PPP management model. When the PPP management mode is introduced and used in the urban sewage treatment work, it is necessary to choose different PPP modes according to the concrete form of the existing sewage treatment plant, the reconstruction and extension, and the new sewage treatment plant.
