基于DEA-FCE的商業(yè)地產(chǎn)項(xiàng)目實(shí)施階段績(jī)效評(píng)價(jià)研究

【摘要】:近年來(lái),我國(guó)商業(yè)地產(chǎn)得以迅速發(fā)展,究其原因主要體現(xiàn)在兩個(gè)方面:一方面,住宅地產(chǎn)發(fā)展放緩,地產(chǎn)開發(fā)商將注意力逐漸向商業(yè)地產(chǎn)領(lǐng)域轉(zhuǎn)移;另一方面,由于人民經(jīng)濟(jì)生活水平提高對(duì)導(dǎo)致的物質(zhì)需求增加,促使商業(yè)地產(chǎn)的迅速發(fā)展。然而,商業(yè)地產(chǎn)項(xiàng)目的績(jī)效管理水平與其發(fā)展速度并不匹配,與國(guó)外發(fā)達(dá)國(guó)家相比,我國(guó)商業(yè)地產(chǎn)的績(jī)效管理水平仍然十分落后。在商業(yè)地產(chǎn)的理論研究方面,,國(guó)內(nèi)外學(xué)者對(duì)商業(yè)地產(chǎn)的研究的主要集中在商業(yè)地產(chǎn)的開發(fā)運(yùn)營(yíng)階段研究以及項(xiàng)目建成后的運(yùn)營(yíng)情況評(píng)價(jià),缺乏針對(duì)商業(yè)地產(chǎn)項(xiàng)目的實(shí)施階段績(jī)效水平的研究。 項(xiàng)目實(shí)施階段主要包括施工單位的選擇、建設(shè)過(guò)程控制、交付后的服務(wù)質(zhì)量控制三個(gè)階段,本文主要對(duì)項(xiàng)目實(shí)施過(guò)程中的施工單位的選擇和建設(shè)過(guò)程控制兩方面對(duì)商業(yè)地產(chǎn)項(xiàng)目實(shí)施階段績(jī)效水平進(jìn)行研究。在項(xiàng)目的實(shí)施過(guò)程中,施工單位是項(xiàng)目建設(shè)的主體,施工單位的綜合水平對(duì)項(xiàng)目最終的績(jī)效成果有很大影響,施工單位的選擇是實(shí)施階段績(jī)效評(píng)價(jià)的基礎(chǔ)。本文基于DEA—FCE評(píng)價(jià)方法對(duì)施工單位進(jìn)行選擇,從項(xiàng)目實(shí)施階段的第一步開始對(duì)商業(yè)地產(chǎn)項(xiàng)目實(shí)施階段績(jī)效進(jìn)行評(píng)價(jià)。 從開發(fā)商在項(xiàng)目實(shí)施階段的施工單位選擇和建設(shè)過(guò)程控制方面出發(fā),對(duì)商業(yè)地產(chǎn)項(xiàng)目在實(shí)施階段的整體績(jī)效進(jìn)行評(píng)價(jià)。在施工單位選擇方面,以“5E”原則為基礎(chǔ),基于DEA-FCE的評(píng)價(jià)方法建立評(píng)價(jià)模型,對(duì)施工單位進(jìn)行合理性選擇。在項(xiàng)目建設(shè)過(guò)程控制方面,針對(duì)施工單位選擇階段的最優(yōu)施工單位,對(duì)其施工工藝過(guò)程分階段進(jìn)行項(xiàng)目績(jī)效評(píng)價(jià)。根據(jù)分析評(píng)價(jià)結(jié)果調(diào)整下階段的施工管理,從而達(dá)到建設(shè)項(xiàng)目整體績(jī)效最優(yōu)。最后以某大型商業(yè)地產(chǎn)項(xiàng)目為例,對(duì)其實(shí)施階段的績(jī)效水平進(jìn)行實(shí)證分析,并提出績(jī)效改善建議。
[Abstract]:In recent years, China's commercial real estate has developed rapidly, the main reasons are reflected in two aspects: on the one hand, the development of residential real estate slowed down, real estate developers will gradually shift their attention to the commercial real estate field; On the other hand, due to the improvement of the people's economic living standards, the material demand increases, which promotes the rapid development of commercial real estate. However, the performance management level of commercial real estate projects does not match its development speed. Compared with developed countries, the performance management level of commercial real estate in China is still very backward. In the theoretical research of commercial real estate, the research of domestic and foreign scholars on commercial real estate mainly focuses on the development and operation stage of commercial real estate and the evaluation of the operation situation after the completion of the project. Lack of research on the performance level of commercial real estate project implementation phase. The project implementation stage mainly includes three stages: the selection of the construction unit, the construction process control, and the service quality control after delivery. This paper mainly studies the performance level of commercial real estate project implementation stage from two aspects: the selection of construction unit and the construction process control in the process of project implementation. In the process of implementing the project, the construction unit is the main body of the project construction, the comprehensive level of the construction unit has a great impact on the final performance of the project, and the selection of the construction unit is the basis of the performance evaluation in the implementation stage. This paper selects the construction unit based on the DEA-FCE evaluation method and evaluates the performance of the commercial real estate project from the first step of the project implementation stage. This paper evaluates the overall performance of commercial real estate projects in terms of the selection of construction units and the construction process control in the stage of project implementation. In the selection of construction units, based on the "5e" principle, the evaluation model is established based on the evaluation method of DEA-FCE, and the rational selection of construction units is carried out. In the aspect of project construction process control, aiming at the optimal construction unit in the stage of construction unit selection, the project performance evaluation of the construction process is carried out in stages. According to the analysis and evaluation results, the construction management in the next stage is adjusted to achieve the optimal overall performance of the construction project. Finally, taking a large commercial real estate project as an example, the paper makes an empirical analysis of the performance level in the implementation stage, and puts forward some suggestions for performance improvement.
