【摘要】：人類進(jìn)入2l世紀(jì)之際,全球經(jīng)濟(jì)一體化浪潮一浪高過一浪,持續(xù)地給我國經(jīng)濟(jì)帶來巨大沖擊。如果說20世紀(jì)末我國實行市場經(jīng)濟(jì)并主張我國經(jīng)濟(jì)與國際慣例接軌還是我國人民的主動選擇的話,那么21世紀(jì)初我國加入WTO后,全面接受國際慣例則成為一種必然。21世紀(jì)的沖擊是全面的,由政府主導(dǎo)的項目管理領(lǐng)域也毫不例外。近年來,我國政府加大固定資產(chǎn)投資來拉動經(jīng)濟(jì)發(fā)展,由此帶來了政府投資數(shù)額的急劇增長。同時,在政府投資的項目上卻陸續(xù)出現(xiàn)了一些混亂現(xiàn)象。如“豆腐渣”工程、“三超”工程、“胡子”工程以及多起挪用建設(shè)資金的嚴(yán)重事件。政府投資項目的管理受到社會和公眾日益密切的關(guān)注。同時,我國加入WTO后,須適應(yīng)其各項協(xié)定,其中《政府采購協(xié)定》極有可能在不太長的時期內(nèi)成為一個具有普遍約束力的協(xié)議。因此,在政府投資項目的管理體制及規(guī)程上必須未雨綢繆,提前準(zhǔn)備好應(yīng)對措施,避免損失,爭取受益。在此背景下,本論文對政府項目的運作管理進(jìn)行了研究和探討,以廣東省中山市的一個具體項目為對象,結(jié)合項目管理學(xué)的一些基本原理,對這些環(huán)節(jié)的重大問題給出相應(yīng)的解決辦法及思路,從中發(fā)現(xiàn)適合我國政府投資項目運作的規(guī)律,對中山市政府投資項目管理模式的改革提供理論和實踐的支持。2012年,為實現(xiàn)中山市岐江河水環(huán)境得到根本性好轉(zhuǎn),中山市政府決定系統(tǒng)推進(jìn)中山市雨污分流項目建設(shè)。中山市雨污分流項目屬近年中山市最大型的政府工程,總投資約30.1億元,計劃2013年底完工。論文充分考慮到了該雨污分流工程建設(shè)項目的以下三大特點:中山市首次實施如此龐大的地下管線工程;城區(qū)開挖工作面積大,對市民生活工作影響大,交通組織難度大;地下管線遷改難度大,征地拆遷難度大;論文通過對項目管理方法體系進(jìn)行闡述,結(jié)合相關(guān)理論知識對中山市雨污分流項目運作模式進(jìn)行研究分析,包括項目組織架構(gòu)、投資模式和整個建設(shè)過程,探討政府在大型市政工程建設(shè)過程中發(fā)揮的作用和運作模式。
[Abstract]:When human beings enter the 21st century, the wave of global economic integration is higher than that of others, which has brought great impact to our country's economy. If it is our people's initiative to choose the market economy at the end of the 20th century and advocate that our country's economy should be in line with international practice, then at the beginning of the 21st century, after China's entry into WTO, Acceptance of international practice is inevitable. The impact of the 21st century is comprehensive, and the government-led field of project management is no exception. In recent years, our government has increased the investment in fixed assets to stimulate economic development, which has brought a sharp increase in the amount of government investment. At the same time, in the government-invested projects, however, there have been some confusion. Such as "bean curd" project, "Sanchao" project, "Beard" project and a number of serious incidents of misappropriation of construction funds. The management of government-invested projects is attracting more and more attention from the society and the public. At the same time, after China's entry into WTO, it is necessary to adapt to its various agreements, in which the Agreement on Government Procurement is likely to become a general binding agreement in a short period of time. Therefore, in the management system and rules of the government investment projects, we must plan ahead, prepare the countermeasures in advance, avoid losses and strive for benefits. Under this background, this paper has carried on the research and the discussion to the government project operation management, taking a concrete project in Zhongshan City of Guangdong Province as the object, unifies some basic principles of the project management, This paper puts forward the corresponding solutions and train of thought to these important problems, finds out the law suitable for the operation of government investment projects in our country, and provides theoretical and practical support for the reform of Zhongshan Municipal Government's investment project management mode. In order to improve the water environment of Qijiang River in Zhongshan City, Zhongshan Municipal Government decided to systematically promote the construction of rain pollution diversion project in Zhongshan City. Zhongshan Rain pollution diversion Project, the largest government project in recent years, has a total investment of 3.01 billion yuan and is scheduled to be completed by the end of 2013. The paper takes into account the following three characteristics of the project: Zhongshan City is the first time to implement such a large underground pipeline project, urban excavation work area, the impact on people's life and work, traffic organization is difficult; The underground pipeline relocation is difficult and the land acquisition and demolition is difficult. This paper analyzes the operation mode of rain pollution diversion project in Zhongshan city by elaborating the project management method system and combining the relevant theoretical knowledge, including the project organization structure. The investment model and the whole construction process are discussed, and the role and operation mode of the government in the construction of large municipal projects are discussed.
