【摘要】：將以人為核心的新型城鎮(zhèn)化定位為"為了人"和"依靠人"相互統(tǒng)一的城鎮(zhèn)化發(fā)展,統(tǒng)一的核心是公共服務供給和需求,而衡量以人為核心的新型城鎮(zhèn)化標準是質(zhì)量與效益。其中,新型城鎮(zhèn)化質(zhì)量表現(xiàn)為城鎮(zhèn)化的進程和公共服務特征,新型城鎮(zhèn)化效益表現(xiàn)為城鎮(zhèn)化的進程與公共服務供需間的契合度。圍繞這一理念構建綜合評價體系,對中國省際間新型城鎮(zhèn)化的質(zhì)量與效益進行評價與比較,結果發(fā)現(xiàn):從新型城鎮(zhèn)化質(zhì)量來看,呈現(xiàn)出東中西高低梯度差異,但東部地區(qū)仍然存在著資源和環(huán)境上的劣勢,從新型城鎮(zhèn)化效益來看,無論是總體效率還是技術效率,東部和西部較高,中部最低,規(guī)模效率顯示,真正實現(xiàn)城鎮(zhèn)化的進程與公共服務供需相互協(xié)調(diào),即規(guī)模報酬絕對有效的全國僅有5個地區(qū),其余地區(qū)要么是城鎮(zhèn)化的進程水平較快,要么是公共服務供需能力較差。
[Abstract]:The new type of urbanization with people as its core is positioned as the development of urbanization with the unity of "for the sake of people" and "relying on people". The core of unity is the supply and demand of public services, while the standard of new-type urbanization with people as the core is the quality and benefit. Among them, the quality of new urbanization is the process of urbanization and the characteristics of public services, and the benefits of new urbanization are the degree of conformity between the process of urbanization and the supply and demand of public services. Based on this concept, a comprehensive evaluation system is constructed to evaluate and compare the quality and benefit of new urbanization among provinces in China. The results show that the quality of new urbanization shows the difference between East and West. However, there are still disadvantages in resources and environment in the eastern region. From the view of the benefits of the new urbanization, both the overall efficiency and the technical efficiency are higher in the eastern and western regions, the lowest in the central part, and the scale efficiency shows. The process of real urbanization is coordinated with the supply and demand of public services, that is, there are only 5 regions in the country where the scale reward is absolutely effective, and the other regions are either fast in the process of urbanization or poor in the capacity of supply and demand of public services.
