【摘要】：在美國發(fā)生頁巖油氣革命后,應(yīng)以石油對外依存度為底線來謀劃我國的城鎮(zhèn)化戰(zhàn)略。發(fā)展大都市區(qū)應(yīng)是我國城鎮(zhèn)化的方向。目前我國的城鎮(zhèn)化已經(jīng)進入大都市區(qū)化的發(fā)展階段,但《國家新型城鎮(zhèn)化規(guī)劃(2014-2020年)》對該發(fā)展階段存在的多方面體制障礙缺乏清醒認(rèn)識。在現(xiàn)有體制下大都市區(qū)內(nèi)碎片化的政府治理,已經(jīng)成為發(fā)展大都市區(qū)的重大障礙,迫切需要優(yōu)化我國部分大城市的行政區(qū)劃。
[Abstract]:After the shale oil and gas revolution in America, we should plan our country's urbanization strategy based on the external dependence of oil. The development of metropolitan areas should be the direction of urbanization in China. At present, China's urbanization has entered the development stage of metropolitan area, but the National New urbanization Plan (2014-2020) lacks a clear understanding of the various institutional obstacles in this stage of development. The fragmentation of government governance in metropolitan areas under the existing system has become a major obstacle to the development of metropolitan areas, and it is urgent to optimize the administrative divisions of some major cities in China.
