基于SBM模型的河北省能源效率及其影響因素研究

【摘要】:河北省既是一個(gè)能源生產(chǎn)大省,也是一個(gè)能源消費(fèi)大省,同時(shí)河北省的產(chǎn)業(yè)結(jié)構(gòu)偏向于高能耗、高污染的重工業(yè),再加上技術(shù)水平偏低,這就造成了全省的能源消費(fèi)量非常大,整體的全要素能源效率偏低,環(huán)境污染問(wèn)題十分突出。對(duì)河北省區(qū)域?qū)用娴娜啬茉葱屎凸I(yè)行業(yè)的全要素能源效率及其影響因素進(jìn)行研究,可以找出河北省全要素能源效率的薄弱環(huán)節(jié),為制定有針對(duì)性的節(jié)能減排政策提供參考意見(jiàn),是河北省實(shí)現(xiàn)資源節(jié)約型、環(huán)境友好型社會(huì)面臨的一項(xiàng)重大課題。 本文在系統(tǒng)、全面分析國(guó)內(nèi)外專家學(xué)者在能源效率領(lǐng)域的研究成果的基礎(chǔ)上,,在全要素能源效率概念的框架之下,運(yùn)用基于松弛變量的的非徑向、非角度的SBM模型,從地區(qū)和行業(yè)兩個(gè)層面對(duì)河北省能源效率進(jìn)行測(cè)算,并運(yùn)用計(jì)量模型對(duì)河北省能源效率的影響因素進(jìn)行分析;诘貐^(qū)視角的研究表明:河北省各地市的全要素能源效率整體差異較大,整體水平還比較低;從變化趨勢(shì)來(lái)看,河北省各地市的全要素能源效率整體上呈下降趨勢(shì);能源消費(fèi)結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)、投資水平、能源價(jià)格水平、技術(shù)進(jìn)步和經(jīng)濟(jì)發(fā)展水平是影響河北省地區(qū)能源效率的主要因素;诠I(yè)行業(yè)視角的研究表明:河北省工業(yè)行業(yè)的全要素能源效率值整體較低,且波動(dòng)幅度較大;進(jìn)一步對(duì)影響因素的研究發(fā)現(xiàn),在市場(chǎng)結(jié)構(gòu)層面,應(yīng)保持行業(yè)的適度競(jìng)爭(zhēng),防止過(guò)度集中;在產(chǎn)權(quán)結(jié)構(gòu)層面,“降低國(guó)有經(jīng)濟(jì)比重,推動(dòng)‘國(guó)退民進(jìn)’的國(guó)企改革,自發(fā)實(shí)施提高生產(chǎn)運(yùn)營(yíng)效率、節(jié)約稀缺資源等經(jīng)濟(jì)行為”可以在國(guó)有產(chǎn)權(quán)占比過(guò)高的行業(yè)適用;技術(shù)進(jìn)步是提升河北省工業(yè)行業(yè)的全要素能源效率的根本途徑;行業(yè)資本勞動(dòng)比率上升并不能促進(jìn)行業(yè)能源效率的提升;谏鲜鲅芯拷Y(jié)論,建議改變傳統(tǒng)靠投資拉動(dòng)的粗放型工業(yè)增長(zhǎng)模式,鼓勵(lì)企業(yè)提升管理效率、加強(qiáng)制度創(chuàng)新,同時(shí)引導(dǎo)產(chǎn)業(yè)向低能耗低排放轉(zhuǎn)型,把工業(yè)發(fā)展方式轉(zhuǎn)變到依靠技術(shù)進(jìn)步內(nèi)生驅(qū)動(dòng)的科學(xué)發(fā)展路徑上來(lái)。
[Abstract]:Hebei Province is not only a big energy producer but also a large energy consumption province. At the same time, the industrial structure of Hebei Province is biased towards heavy industry with high energy consumption and high pollution, coupled with the low level of technology, which has resulted in a very large energy consumption in the province. The overall total factor energy efficiency is on the low side, the environmental pollution problem is very prominent. Based on the study of the total factor energy efficiency at the regional level in Hebei province and the total factor energy efficiency of the industrial industry and its influencing factors, the weak links of the total factor energy efficiency in Hebei Province can be found out. It is an important task for Hebei Province to realize the resource-saving and environment-friendly society. On the basis of systematic and comprehensive analysis of the research results of domestic and foreign experts and scholars in the field of energy efficiency, under the framework of the concept of all-factor energy efficiency, the non-radial and non-angular SBM model based on relaxation variables is used in this paper. The energy efficiency of Hebei Province is measured from two aspects of region and industry, and the influencing factors of energy efficiency in Hebei Province are analyzed by means of econometric model. The research based on the regional perspective shows that the total factor energy efficiency of all cities in Hebei Province is quite different and the overall level is still relatively low, and from the trend of change, the total factor energy efficiency of all cities in Hebei Province is in a downward trend. Energy consumption structure, industrial structure, investment level, energy price level, technological progress and economic development level are the main factors affecting energy efficiency in Hebei province. The research based on the perspective of industrial industry shows that the total factor energy efficiency of Hebei industrial industry is relatively low, and the fluctuation range is large. Further research on the influencing factors shows that the appropriate competition of the industry should be maintained at the level of market structure. At the level of property rights structure, "reduce the proportion of the state-owned economy, promote the reform of the state-owned enterprises of 'the state retreating from the people's advance', and spontaneously implement and improve the efficiency of production and operation," Saving scarce resources and other economic behaviors "can be applied in industries where the proportion of state-owned property rights is too high, and technological progress is the fundamental way to improve the energy efficiency of all elements of Hebei's industrial industry." An increase in the industry capital-labor ratio does not promote energy efficiency in the industry. Based on the above conclusions, it is suggested to change the traditional investment-led extensive industrial growth model, encourage enterprises to enhance management efficiency, strengthen institutional innovation, and guide the industry to transform to low energy consumption and low emissions. Change the mode of industrial development to the path of scientific development driven by technological progress endogenously.
