【摘要】：城市基礎(chǔ)設(shè)施為一個城市的社會生產(chǎn)和居民生活提供一定條件的物質(zhì)基礎(chǔ)，其完善程度直接影響著城市的發(fā)展變化。隨著我國經(jīng)濟(jì)的發(fā)展，城市化進(jìn)程日益加快，城市基礎(chǔ)設(shè)施建設(shè)力度和規(guī)模不斷加大，對建設(shè)資金的需求也日益增加。 武漢市地處中部地區(qū)，是湖北省省會，國家重要的工業(yè)基地、科教基地和綜合交通樞紐。近年來，武漢市以建設(shè)國家中心城市和國際化大都市為戰(zhàn)略目標(biāo)，經(jīng)過大規(guī)模的城市建設(shè)，城市基礎(chǔ)設(shè)施水平和城市綜合功能有了顯著提升。然而，作為老工業(yè)基地，武漢市城市基礎(chǔ)設(shè)施的歷史欠賬較多，建設(shè)起點(diǎn)不高，城市布局不優(yōu)，不少設(shè)施老化嚴(yán)重，新建和更新改造的任務(wù)都很艱巨，與建設(shè)國家中心城市和國際化大都市的要求相比差距還十分明顯，如何加快基礎(chǔ)設(shè)施的建設(shè)步伐是政府急待解決的問題。大規(guī)模的城市基礎(chǔ)設(shè)施建設(shè)需要巨大的資金投入，從武漢市目前的情況來看，城市建設(shè)和發(fā)展的需求與資金的匱乏，兩者之間的矛盾十分突出。在此情況下，如何拓寬融資渠道，吸引非國有資本投資基礎(chǔ)設(shè)施建設(shè)領(lǐng)域，以突破城市基礎(chǔ)設(shè)施建設(shè)資金的“瓶頸”就顯得十分迫切。 本文首先對國內(nèi)外大量文獻(xiàn)資料進(jìn)行了分析，總結(jié)了城市基礎(chǔ)設(shè)施和投融資的相關(guān)概念。其次，以武漢市為研究對象，結(jié)合武漢市的具體情況，回顧了2001年以來武漢市基礎(chǔ)設(shè)施投資情況和融資情況，對城市基礎(chǔ)設(shè)施建設(shè)投融資存在的問題進(jìn)行了分析。最后，從整合政府資源、轉(zhuǎn)變政府職能，，順應(yīng)市場化改革、規(guī)范融資平臺，落實平衡機(jī)制、拓寬融資渠道，轉(zhuǎn)變思路、創(chuàng)新融資方式四個方面提出相應(yīng)的對策建議，為加快建設(shè)步伐，完善武漢市城市基礎(chǔ)設(shè)施建設(shè)，更好地落實武漢市建設(shè)國家中心城市和國際化大都市的戰(zhàn)略目標(biāo)提供建設(shè)性意見。
[Abstract]:Urban infrastructure provides a material basis for the social production and residents' life in a city, and its perfection directly affects the development and changes of the city. With the development of our country's economy, the process of urbanization is speeding up day by day, the intensity and scale of urban infrastructure construction is increasing, and the demand for construction funds is also increasing day by day. Wuhan is located in the central region, is the provincial capital of Hubei Province, the national important industrial base, science and education base and comprehensive transportation hub. In recent years, Wuhan takes the construction of the national central city and the international metropolis as the strategic goal. Through the large-scale urban construction, the level of urban infrastructure and the comprehensive function of the city have been greatly improved. However, as an old industrial base, Wuhan has a lot of historical debts for its urban infrastructure, a low starting point for construction, a poor layout of the city, a serious aging of many facilities, and arduous tasks of building new buildings and renewing them. Compared with the requirement of constructing the national central city and the international metropolis, how to speed up the construction of the infrastructure is an urgent problem to be solved by the government. Large-scale urban infrastructure construction needs huge capital investment. According to the present situation of Wuhan, the contradiction between urban construction and development needs and funds is very prominent. In this case, how to widen the financing channels and attract non-state-owned capital to invest in the field of infrastructure construction in order to break through the "bottleneck" of urban infrastructure construction funds is very urgent. Firstly, this paper analyzes a lot of literature at home and abroad, summarizes the related concepts of urban infrastructure and investment and financing. Secondly, taking Wuhan city as the research object, combined with the specific situation of Wuhan city, this paper reviews the situation of Wuhan infrastructure investment and financing since 2001, and analyzes the problems existing in the investment and financing of urban infrastructure construction. Finally, from the integration of government resources, transformation of government functions, comply with the market-oriented reform, standardize financing platform, implement the balance mechanism, broaden the financing channels, change ideas, innovative financing way of four aspects to put forward the corresponding countermeasures. Constructive suggestions are provided for speeding up the pace of construction, perfecting Wuhan's urban infrastructure construction, and better implementing the strategic goal of Wuhan to build a national central city and an international metropolis.
