【摘要】：資源型城市轉(zhuǎn)型是指在資源型城市問題發(fā)生后,資源型城市重新培育主導(dǎo)產(chǎn)業(yè),促進(jìn)產(chǎn)業(yè)、經(jīng)濟(jì)結(jié)構(gòu)多元化發(fā)展的過程。我國(guó)資源型城市數(shù)量眾多、涵蓋地域范圍廣闊、涉及人口數(shù)量龐大,多年累積的問題在短時(shí)期內(nèi)集中凸顯,轉(zhuǎn)型壓力巨大。文章通過對(duì)我國(guó)資源型城市轉(zhuǎn)型與可持續(xù)發(fā)展政策推進(jìn)的階段及演進(jìn)特征的梳理,總結(jié)出國(guó)家資源、能源剛性擴(kuò)張需求與資源型城市多元發(fā)展目標(biāo)的矛盾,資源型產(chǎn)業(yè)的自強(qiáng)機(jī)制與資源型城市發(fā)展接續(xù)替代產(chǎn)業(yè)的矛盾,資源型經(jīng)濟(jì)對(duì)創(chuàng)新的"擠出"與資源型城市轉(zhuǎn)型亟需創(chuàng)新的矛盾等我國(guó)資源型城市轉(zhuǎn)型與可持續(xù)發(fā)展面臨的主要困境,最后提出推進(jìn)機(jī)制建設(shè)、破解效應(yīng)障礙等具體的我國(guó)資源型城市轉(zhuǎn)型與可持續(xù)發(fā)展困境的破解對(duì)策。
[Abstract]:The transformation of resource-based cities refers to the process of re-cultivating leading industries and promoting the diversified development of industrial and economic structure after the problems of resource-based cities occur. There are a large number of resource-based cities in China, covering a wide range of areas, involving a large number of population, the accumulation of problems in a short period of time, the pressure of transformation is enormous. By combing the stages and evolution characteristics of the transformation and sustainable development policy of resource-based cities in China, this paper summarizes the contradiction between the national resources, the rigid expansion of energy demand and the multi-development goals of resource-based cities. The contradiction between the self-strengthening mechanism of resource-based industry and the development of alternative industry in resource-based cities, The "extrusion" of the resource-based economy to innovation and the contradiction of the transformation of resource-based cities in need of innovation are the main difficulties faced by the transformation and sustainable development of resource-based cities in China. Finally, the paper puts forward to promote the construction of mechanism. The countermeasures to solve the dilemma of sustainable development and transformation of resource-based cities in China.
