環(huán)境規(guī)制強度衡量的主要方法、潛在問題及其修正

【摘要】:環(huán)境規(guī)制強度能否有效測度直接影響實證分析的可靠性。本文從污染治理投入、污染物排放、綜合評價和自然試驗與替代指標四個角度對現(xiàn)有環(huán)境規(guī)制強度衡量的主要方法進行了總結(jié)。多維性和可比性是環(huán)境規(guī)制強度測度中的兩個主要問題,多維性問題主要表現(xiàn)在環(huán)境規(guī)制措施和污染物排放的多樣性上。地區(qū)間產(chǎn)業(yè)結(jié)構(gòu)和行業(yè)污染強度的不同會導(dǎo)致現(xiàn)有環(huán)境規(guī)制衡量的可比性偏差,行業(yè)污染排放強度的下降趨勢帶來了環(huán)境規(guī)制強度的低估,甚至嚴重偏離實際環(huán)境規(guī)制強度的變化趨勢。
[Abstract]:Whether the intensity of environmental regulation can be effectively measured directly affects the reliability of empirical analysis. In this paper, the main methods to measure the intensity of environmental regulation are summarized from the aspects of pollution control input, pollutant discharge, comprehensive evaluation, natural test and substitution index. Multidimensionality and comparability are two main problems in measuring the intensity of environmental regulation. The multi-dimensional problems are mainly manifested in the diversity of environmental regulation measures and pollutant emissions. The difference of industrial structure and industry pollution intensity among different regions will lead to the comparability deviation of existing environmental regulation measurement, and the decreasing trend of industry pollution emission intensity will lead to the underestimation of environmental regulation intensity. Even deviate seriously from the change trend of the actual environmental regulation intensity.
