利益分化—一項對建筑工地勞資問題的研究

【摘要】:本文主要關(guān)注建筑工地內(nèi)的利益分化問題、包工頭的地位問題以及由二者牽引出的勞資問題。通過采取非結(jié)構(gòu)訪談與田野研究相結(jié)合的方法,筆者對建筑業(yè)三類從業(yè)人員進(jìn)行了較為深入的研究,這些研究一部分在H城市的G工地中進(jìn)行,通過對G工地進(jìn)行長時間的觀察和走訪,獲得了豐富的田野資料;一部分在S城市的出租屋內(nèi)進(jìn)行,筆者利用春節(jié)前后的時間與相關(guān)受訪者進(jìn)行了多次交談;另一部分則是利用語音電話或互聯(lián)網(wǎng)進(jìn)行遠(yuǎn)程訪談獲取資料。 通過實地調(diào)研和深入訪談,本文試圖說明,在階段性生產(chǎn)過程中,建筑工地是一個一體化的生產(chǎn)體系;雖然此時工地上各利益團體存在著摩擦和沖突,但整個工地生產(chǎn)是一個有機結(jié)合的整體。隨著工地生產(chǎn)的階段性變化,工地上的勞資雙方及其內(nèi)部的利益逐漸分化;同時,在工地生產(chǎn)的不同階段,包工頭在勞資雙方的合作與對抗中,分別展現(xiàn)出不同的姿態(tài)。 包工頭作為資方代表的這種角色往往能被我們認(rèn)識和理解,而包工頭的勞方形象卻容易被我們忽略。在工地勞資利益的格局體系中,由于受到資本上游的層層剝削,包工頭往往身處資方利益圈的低層。在工地生產(chǎn)過程中,作為資方管理者的包工頭調(diào)解著日常化的勞資沖突,勞資對立的雙方主要表現(xiàn)為包工頭/班組長與工人之間的對立;隨著包工頭自己所承包的工程完工,工程款的被拖欠,,其站在勞方的立場上與工人一起對抗資本的角色逐漸顯露出來,這種角色的轉(zhuǎn)換進(jìn)而加速著勞資矛盾的激化、討薪事件的發(fā)展。 因此,工地上的利益形態(tài)并不是簡單的表現(xiàn)為勞資二元形態(tài),其具有內(nèi)在的復(fù)雜性,這要求我們在看待建筑工地上的利益關(guān)系和勞資問題的時候應(yīng)具有多元的眼光。
[Abstract]:This paper mainly pays attention to the problem of interest differentiation in construction site, the position of contractor and the labor problem drawn by them. By adopting the method of combining unstructured interview with field research, the author has carried out more in-depth research on three types of workers in the construction industry, some of which have been carried out in the G site of H City. Through a long time observation and visit to G site, abundant field information was obtained, part of which was carried out in the rental house of S city, the author used the time before and after the Spring Festival to talk with the interviewees concerned many times. The other part is the use of voice telephone or the Internet for remote interviews to obtain information. Through field research and in-depth interviews, this paper attempts to explain that construction sites are an integrated production system in the phased production process, although there are frictions and conflicts among various interest groups on the site at this time. But the whole site production is an organic combination of the whole. Along with the stage change of the site production, the labor and management parties on the site and their internal interests are gradually divided. At the same time, in the different stages of the site production, the contractor presents different postures in the cooperation and confrontation between the employers and the employees. This role of the contractor as the representative of the management is often recognized and understood by us, but the image of the contractor is easy to be ignored. In the pattern system of labor and capital benefit on the site, the contractor is often in the lower level of the benefit circle of the management because of the exploitation of the upstream of the capital. In the course of site production, the contractor, as the manager of the management side, mediates the daily labor conflicts, and the two sides of the labor opposition mainly show the opposition between the contractor / team leader and the workers; as the contractor completes the project contracted by the contractor himself, Due to the default of construction money, its role of fighting capital together with workers on the stand of labor is gradually revealed, and the transformation of this role accelerates the intensification of labor conflicts and the development of pay-for-pay events. Therefore, the interest form on the construction site is not simply a dualistic form of labor and management, which has the inherent complexity, which requires us to have a pluralistic view when we look at the interest relationship and labor problems on the construction site.
