【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展是一個全局性、根本性、戰(zhàn)略性問題。唐山市以"城鄉(xiāng)等值化"為目標(biāo)進行了頗為有益的探索,形成了以城鄉(xiāng)一體化規(guī)劃為引領(lǐng)、產(chǎn)業(yè)聯(lián)動為動力、生態(tài)宜居為基礎(chǔ)、福利增值為宗旨、改革創(chuàng)新為支撐的統(tǒng)籌城鄉(xiāng)發(fā)展路徑,并依托資源優(yōu)勢和產(chǎn)業(yè)優(yōu)勢,充分發(fā)揮以工補農(nóng)、以城帶鄉(xiāng)的拉動力,引導(dǎo)生產(chǎn)要素適度集中,形成了新型工業(yè)主導(dǎo)型、現(xiàn)代農(nóng)業(yè)支撐型、中心鎮(zhèn)村建設(shè)帶動型等多元化建設(shè)模式。通過"統(tǒng)籌"作用力,促進資源要素在城鄉(xiāng)之間合理流動配置,不斷放大城鄉(xiāng)空間、產(chǎn)業(yè)、人口結(jié)構(gòu)優(yōu)化效應(yīng),提高居民幸福指數(shù)。
[Abstract]:Overall planning urban and rural development is an overall, fundamental, strategic issue. Tangshan city has carried on quite beneficial exploration with the goal of "urban-rural equalization", and formed the purpose of taking urban-rural integration planning as the guide, industry linkage as the motive force, ecological livability as the foundation, and welfare increment as the purpose. The overall urban and rural development path supported by reform and innovation, relying on the advantages of resources and industries, giving full play to the pulling power of industry to supplement agriculture and city to rural areas, guiding the moderate concentration of production elements, has formed a new type of industry-oriented type. Modern agriculture support type, center town village construction and other diversified construction model. Through the force of "overall planning", we can promote the rational distribution of resources between urban and rural areas, enlarge the effects of optimizing urban and rural space, industry and population structure, and improve the happiness index of residents.
