廢舊潤(rùn)滑油回收物流系統(tǒng)構(gòu)建及評(píng)價(jià)

【摘要】:在如今市場(chǎng)經(jīng)濟(jì)快速高效的發(fā)展背景下,無(wú)論是政府還是企業(yè)乃至社會(huì)大眾,被稱為“第三利潤(rùn)源”的物流領(lǐng)域被重視程度越來(lái)越高。然而,絕大多數(shù)企業(yè)都只把關(guān)注點(diǎn)放在了作為物流系統(tǒng)子系統(tǒng)之一的正向物流的管理上,而忽視了回收物流的管理,使得回收物流在回收和投入方面都十分有限。然而,當(dāng)環(huán)境污染加劇、資源日益短缺等一系列問(wèn)題逐漸被暴露出來(lái),可再生資源的回收再利用引起了公眾的關(guān)注。不僅僅潤(rùn)滑油是石油煉制生產(chǎn)中十分重要的產(chǎn)成品之一,廢舊潤(rùn)滑油也是一種廉價(jià)的可回收、可被循環(huán)利用的資源,這無(wú)疑對(duì)石油產(chǎn)業(yè)的可持續(xù)發(fā)展而言是十分重要的。我國(guó)是一個(gè)潤(rùn)滑油消耗大國(guó),由于工業(yè)快速發(fā)展、人民生活水平不斷提高,潤(rùn)滑油每年的表觀消耗量逐年遞增。那么充分利用可回收、可循環(huán)利用的廢舊潤(rùn)滑油,不僅在資源的節(jié)約上得以實(shí)現(xiàn),又能幫助成本降低,更重要的是在環(huán)境的污染上得以減少,從而實(shí)現(xiàn)環(huán)境保護(hù)。因此,對(duì)構(gòu)建適合我國(guó)國(guó)情和潤(rùn)滑油企業(yè)發(fā)展的廢舊潤(rùn)滑油回收物流系統(tǒng)進(jìn)行深入研究,是具有重要意義的。 本文首先對(duì)逆向物流、回收物流、廢舊潤(rùn)滑油回收物流、廢舊潤(rùn)滑油回收模式以及與之相關(guān)的其他理論及概念進(jìn)行介紹,從而為研究奠定了充實(shí)的理論基礎(chǔ)。與此同時(shí),結(jié)合我國(guó)廢舊潤(rùn)滑油的回收現(xiàn)狀,總結(jié)得出我國(guó)廢舊潤(rùn)滑油回收物流面臨的問(wèn)題所在,從而得到廢舊潤(rùn)滑油回收物流系統(tǒng)的構(gòu)建必要性。在上述基礎(chǔ)上,依照廢舊潤(rùn)滑油回收物流目前的實(shí)際情況,運(yùn)用可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)理論和逆向物流理論,提出了我國(guó)廢舊潤(rùn)滑油回收物流系統(tǒng)的構(gòu)建目標(biāo)和構(gòu)建原則,從而構(gòu)建出廢舊潤(rùn)滑油回收物流系統(tǒng),并從要素、結(jié)構(gòu)和功能三方面對(duì)構(gòu)建出的廢舊潤(rùn)滑油回收物流系統(tǒng)進(jìn)行具體分析,得出該回收物流系統(tǒng)的生態(tài)、經(jīng)濟(jì)、資源、技術(shù)、社會(huì)五大屬性。依據(jù)其屬性構(gòu)建了廢舊潤(rùn)滑油回收物流系統(tǒng)評(píng)價(jià)指標(biāo)體系。該指標(biāo)體系包括五個(gè)二級(jí)指標(biāo)及十八個(gè)與二級(jí)指標(biāo)相對(duì)應(yīng)的三級(jí)指標(biāo),,使用層次分析法與模糊綜合評(píng)價(jià)法相結(jié)合的模糊層次分析法對(duì)廢舊潤(rùn)滑油回收物流系統(tǒng)評(píng)價(jià)指標(biāo)體系指標(biāo)的權(quán)重進(jìn)行確定。然后對(duì)所構(gòu)建出的廢舊潤(rùn)滑油回收物流系統(tǒng)進(jìn)行實(shí)證研究,得出廢舊潤(rùn)滑油回收物流系統(tǒng)的可行性和可操作性。通過(guò)本研究,旨在形成一個(gè)廢舊潤(rùn)滑油回收物流系統(tǒng),從而實(shí)現(xiàn)生態(tài)、資源、經(jīng)濟(jì)等多方面的效益最大化。
[Abstract]:Under the background of the rapid and efficient development of market economy, the logistics field, which is called "the third profit source", is paid more and more attention to by the government, enterprises and even the public. However, most enterprises only pay attention to the management of forward logistics as one of the subsystems of logistics system, but neglect the management of recycling logistics, which makes the recovery logistics very limited in recovery and input. However, as environmental pollution intensifies and resources become increasingly scarce, a series of problems are gradually exposed. The recycling and reuse of renewable resources has aroused public concern. Not only is lubricating oil one of the most important finished products in petroleum refining production, but also waste lubricating oil is a cheap and recyclable resource, which is undoubtedly very important for the sustainable development of petroleum industry. China is a large oil consuming country. Because of the rapid development of industry and the improvement of people's living standard, the annual apparent consumption of lubricating oil is increasing year by year. The waste lubricating oil which can be recycled and recycled can not only save resources, but also help to reduce the cost and, more importantly, reduce the pollution of the environment so as to realize the environmental protection. Therefore, it is of great significance to study the logistics system of waste and used lubricating oil recovery which is suitable for the situation of our country and the development of lubricating oil enterprises. In this paper, the reverse logistics, recovery logistics, waste oil recovery model and other related theories and concepts are introduced, which lays a solid theoretical foundation for the research. At the same time, combined with the current situation of the recovery of used lubricating oil in our country, this paper summarizes the problems faced by the recycling logistics of waste lubricating oil in our country, and obtains the necessity of the construction of the logistics system for the recovery of used lubricating oil. On the basis of the above mentioned, according to the current situation of the waste oil recovery logistics, using the theory of sustainable development, the theory of circular economy and the theory of reverse logistics, the paper puts forward the construction goal and construction principle of the logistics system of waste lubricating oil recovery in our country. In order to construct the waste lubricating oil recovery logistics system, and from the elements, structure and function of the three aspects of the construction of waste lubricating oil recovery logistics system concrete analysis, the recovery logistics system ecological, economic, resources, technology, Five attributes of society. According to its attributes, the evaluation index system of waste lubricating oil recovery logistics system is constructed. The index system consists of five second-level indicators and eighteen third-level indicators corresponding to second-level indicators. The weight of the evaluation index system of waste lubricating oil recovery logistics system is determined by using the fuzzy analytic hierarchy process (FAHP) combined with the fuzzy comprehensive evaluation method. The feasibility and maneuverability of the waste lubricating oil recovery logistics system are obtained. Through this study, the purpose of this study is to form a waste oil recovery logistics system, so as to maximize the ecological, resource and economic benefits.
