【摘要】:住房一直是百姓關(guān)心的大事,無論是哪個(gè)國家或是哪個(gè)年代,住房問題始終是縈繞在人們心頭最重要的問題之一。 千百年來,馬克思恩格斯等經(jīng)典作家在住房的問題上進(jìn)行了大量的研究和探討,馬克思研究了人的基本需求以及社會(huì)穩(wěn)定所必須具備的要素,恩格斯更是深入到貧民百姓中去感受生活的艱辛,著重論述了“住宅是人的基本生存需要”的理論;而西方眾多的經(jīng)濟(jì)學(xué)家都對(duì)住房保障理論進(jìn)行了大量的深入闡述,其中尤以有效需求理論、福利國家理論和市場(chǎng)失靈理論等為代表,這些理論對(duì)保障性住房建設(shè)和發(fā)展有著較大的啟示意義。 長(zhǎng)期以來,我們國家領(lǐng)導(dǎo)人以民生建設(shè)為根本,以保障人民的生活水平為原則,進(jìn)行了大量的探索。自1978年改革開放以來我們國家的經(jīng)濟(jì)突飛猛進(jìn)的增長(zhǎng),人們的生活水平不斷的提升,其中尤以商品房的發(fā)展最為迅速,給我們國家的經(jīng)濟(jì)帶來巨大的沖擊力。然而在經(jīng)濟(jì)提升的同時(shí)卻發(fā)現(xiàn)貧富差距愈拉愈大,既得利益者擁有無數(shù)套住房,然而大部分群體卻連最基本的住房都無法保障,更談不上生活的改善。因此我國的領(lǐng)導(dǎo)人審時(shí)度勢(shì),開始著手以保障民生為重點(diǎn)的保障性住房的建設(shè),針對(duì)不同收入層次的群體進(jìn)行不同類型的保障,其中住房保障模式包括:經(jīng)濟(jì)適用房、兩限商品房、廉租房以及公共租賃房。 保障性住房建設(shè)之后,對(duì)我們國家民生建設(shè)起到了很大的保障作用,但是隨著改革建設(shè)的不斷推進(jìn),如今保障性住房在建設(shè)和分配過程中遇到諸多問題,如土地的征用、資金的籌集,準(zhǔn)入和退出機(jī)制的不完善等。本文著重探討了保障性住房建設(shè)中遇到的問題,并對(duì)這些問題進(jìn)行了研究并分析其中的原因,最后結(jié)合材料對(duì)目前所出現(xiàn)的問題提出相關(guān)對(duì)策以及可供參考的解決方案。
[Abstract]:Housing has always been a major concern of the people, no matter which country or era, housing problem has always been one of the most important issues in people's minds. For thousands of years, Marx and Engels and other classical writers have carried out a great deal of research and discussion on the issue of housing, Marx has studied the basic needs of human beings and the essential elements of social stability. Engels went deep into the poor people to feel the hardships of life, focusing on the theory that "housing is the basic survival needs of human beings", while many economists in the West have carried out a large number of in-depth elaboration of housing security theory. Among them, the effective demand theory, welfare state theory and market failure theory are the representatives. These theories have great enlightening significance to the construction and development of the indemnificatory housing. For a long time, our national leaders have made a lot of explorations on the basis of people's livelihood construction and on the principle of ensuring the people's living standard. Since the reform and opening up in 1978, the economy of our country has increased by leaps and bounds, and people's living standard has been continuously improved, especially the rapid development of commercial housing, which has brought great impact to our country's economy. However, at the same time of economic improvement, it is found that the gap between the rich and the poor is widening, and the vested interests have numerous housing units. However, most groups are unable to guarantee even the most basic housing, let alone the improvement of life. Therefore, the leaders of our country, judging the situation, began to build affordable housing, which focuses on ensuring the livelihood of the people, and carried out different types of security for different income groups, among which the housing security model includes: comfortable housing, Two-limit commercial housing, low-rent housing and public rental housing. After the construction of affordable housing, it has played a very important role in the national livelihood construction. However, with the development of reform and construction, nowadays, there are many problems encountered in the construction and distribution of affordable housing, such as the expropriation of land. Raise funds, access and exit mechanism is not perfect and so on. This paper focuses on the problems encountered in the construction of affordable housing, studies these problems and analyzes the causes thereof, and finally puts forward some relevant countermeasures and solutions to the problems that appear at present in combination with the materials.
