【摘要】：在市場(chǎng)化住房體制已然確立的形勢(shì)下，近幾年來隨著民眾繳存住房公積金的數(shù)量不斷增多，有關(guān)住房公積金犯罪案件也隨之而來，使得住房公積金監(jiān)管制度問題日益成為社會(huì)關(guān)注的焦點(diǎn)。應(yīng)如何完善住房公積金監(jiān)管制度，提高其監(jiān)管水平，在住房公積金的運(yùn)作與循環(huán)過程中實(shí)現(xiàn)有效的管理和防控，是關(guān)系人民安居樂業(yè)、社會(huì)穩(wěn)定和諧、國(guó)家繁榮昌盛的重大現(xiàn)實(shí)問題。 本文通過對(duì)住房公積金相關(guān)基礎(chǔ)理論的梳理，對(duì)我國(guó)住房公積金監(jiān)管制度進(jìn)行了詳細(xì)的評(píng)析，并針對(duì)此提出了健全住房公積金監(jiān)管機(jī)制的政策建議。文章首先簡(jiǎn)單介紹了論文的選題背景和意義，研究所采用的方法，并通過文獻(xiàn)調(diào)研等方法對(duì)國(guó)內(nèi)外的研究現(xiàn)狀進(jìn)行了整理和述評(píng)。其次著重對(duì)住房公積金的相關(guān)基礎(chǔ)理論進(jìn)行了梳理，包括對(duì)我國(guó)住房公積金制度、含義及其機(jī)構(gòu)特性的界定和對(duì)我國(guó)住房公積金監(jiān)管制度的理論依據(jù)的剖析。隨后主要是對(duì)我國(guó)的公積金監(jiān)管制度進(jìn)行了評(píng)析。住房公積金的監(jiān)管涉及到方方面面，監(jiān)管環(huán)節(jié)多而復(fù)雜，，本部分首先論述了我國(guó)住房公積金制度取得的發(fā)展成效，再結(jié)合我國(guó)實(shí)際情況分析我國(guó)住房公積金監(jiān)督的現(xiàn)狀、挑戰(zhàn)和存在的問題。最后主要是針對(duì)前部分提出來的現(xiàn)狀問題提出相對(duì)可行的對(duì)策，為健全我國(guó)住房公積金監(jiān)管制度提供一定的理論指導(dǎo)。
[Abstract]:In the situation that the market oriented housing system has been established, the number of public housing provident fund has been increasing in recent years, and the crime of housing accumulation fund has been followed. The problem of housing provident fund supervision system has become the focus of social concern. How to improve the supervision system of housing provident fund and improve its supervision water should be made. To realize effective management and prevention and control in the operation and circulation of housing provident fund is a major realistic problem that concerns the people living and working, social stability and harmony, and the prosperity of the country.
By combing the basic theory of housing provident fund, this paper makes a detailed analysis of the supervision system of housing provident fund in China, and puts forward the policy suggestions for improving the supervision mechanism of housing provident fund. The current research situation at home and abroad is reviewed and reviewed. Secondly, the basic theory of housing provident fund is combed, including the housing provident fund system in China, the definition of its meaning and its institutional characteristics and the analysis of the theoretical basis of China's housing provident fund supervision system. The following is the supervision of China's provident fund. The system has been evaluated. The supervision of housing provident fund involves many aspects, and the supervision links are many and complicated. This part first discusses the development effect of the housing provident fund system in our country, and then analyzes the current situation, challenges and problems of our housing provident fund supervision with the actual situation in our country. Finally, it is mainly put forward for the former part. The paper puts forward relative feasible countermeasures to provide some theoretical guidance for improving the supervision system of housing provident fund in China.
