【摘要】：本文研究根據(jù)烏拉圭公私合作(Public Private Partnership,PPP)制度,識(shí)別和評(píng)估特殊目的載體(Special Purpose Vehicle,SPV)債務(wù)融資的政府擔(dān)保,并分析政府擔(dān)保與項(xiàng)目可融資性的關(guān)系。研究目的是識(shí)別可能獲得的政府擔(dān)保,評(píng)價(jià)它們對(duì)不同類型金融機(jī)構(gòu)提供債務(wù)融資的影響,綜述世界各地政府擔(dān)保的最佳實(shí)踐,并就烏拉圭政府如何提高PPP項(xiàng)目的可融資性提出改進(jìn)建議。所采用的研究方法既包括定性方法,即直接采訪PPP相關(guān)的公共機(jī)構(gòu)和銀行、養(yǎng)老基金和多邊發(fā)展銀行,也包括半定量方法,即通過發(fā)放問卷調(diào)查表,以確定各種政府擔(dān)保的重要性指數(shù),分析公共和私人機(jī)構(gòu)如何看待政府擔(dān)保對(duì)解決不同政策、融資和項(xiàng)目風(fēng)險(xiǎn)因素的效果。論文還通過文獻(xiàn)綜述方法識(shí)別出國際上PPP項(xiàng)目中政府擔(dān)保的發(fā)展趨勢(shì),并結(jié)合前面得出的結(jié)論,提出對(duì)烏拉圭的政策改進(jìn)建議。研究標(biāo)明,烏拉圭PPP項(xiàng)目缺乏有效的政府擔(dān)保,公共和私人機(jī)構(gòu)均認(rèn)為同政府擔(dān)保對(duì)利用社會(huì)資本的重要性,而且,多個(gè)國家的趨勢(shì)顯示,政府擔(dān)保及其建立的基礎(chǔ)設(shè)施基金可以提升PPP項(xiàng)目的信用等級(jí),而信用增級(jí)措施特別是適當(dāng)政策框架之外的政府擔(dān)保有助于利用額外的社會(huì)資本和改善公共管理。
[Abstract]:This paper studies the identification and evaluation of government guarantees for special purpose vehicle (Private) debt financing under the public / private partnership (Private) system in Uruguay, and analyzes the relationship between government guarantees and project financability. The purpose of the study is to identify potential government guarantees, evaluate their impact on the provision of debt financing by different types of financial institutions, and summarize best practices in government guarantees around the world, Suggestions on how the Uruguayan government can improve the financing of PPP project are put forward. The research methods used include both qualitative methods, i.e. direct interviews with PPP related public institutions and banks, pension funds and multilateral development banks, and semi-quantitative methods, namely, through questionnaires, To determine the importance of various government guarantees, analyze how public and private institutions view the effectiveness of government guarantees in addressing different policy, financing and project risk factors. The paper also identifies the development trend of government guarantee in international PPP projects by literature review, and puts forward some suggestions for improving the policy of Uruguay in combination with the previous conclusions. Studies have shown that Uruguay's PPP project lacks effective government guarantees, that public and private institutions believe that government guarantees are important for the use of social capital, and that trends in a number of countries indicate that Government guarantees and their infrastructure funds can enhance the credit rating of PPP projects, and credit enhancement measures, especially those outside the appropriate policy framework, help to leverage additional social capital and improve public administration.
