【摘要】：在當今科學技術(shù)作為第一生產(chǎn)力的時代,人才資源占據(jù)著資源當中絕對的首要地位,其中以科學技術(shù)為載體的人才資源已成為調(diào)節(jié)各地區(qū)經(jīng)濟社會發(fā)展的有力杠桿,對于社會的發(fā)展具有戰(zhàn)略性的意義。目前,石柱縣作為重慶市唯一集三峽庫區(qū)、少數(shù)民族地區(qū)、國家特困縣于一體的特殊縣份,借著國家西部大開發(fā)、新農(nóng)村建設(shè)以及武陵山區(qū)扶貧攻堅計劃的春風,有了長足的發(fā)展。但在發(fā)展過程中,其在人才資源問題的解決上存在著許多的不足,致使該地區(qū)的發(fā)展面臨瓶頸,尤其是對人才需求的理性滿足和人才資源的開發(fā)利用已成為當下迫在眉睫、亟待解決的新問題。本文將嘗試運用實情調(diào)查、理論探討等方式從經(jīng)濟學、社會學等不同的學科角度,針對石柱縣人才資源開發(fā)的現(xiàn)狀、問題及原因進行較為系統(tǒng)的分析,并為石柱縣發(fā)展過程中如何集納優(yōu)秀人才、開發(fā)人才資源等進行路徑探索和選擇,為當?shù)卣峁┮欢ǖ目尚械睦碚撘罁?jù)和決策參考,促進石柱縣經(jīng)濟社會的可持續(xù)發(fā)展。本文的總體結(jié)構(gòu)由四個部分組成。第一部分為緒論,包括對相關(guān)概念的界定,國內(nèi)外研究現(xiàn)狀的闡述。第二部分為石柱縣人才資源開發(fā)現(xiàn)狀。內(nèi)容包括石柱縣人才資源存量、質(zhì)量以及開發(fā)利用的現(xiàn)狀,涵蓋了當?shù)鼗A(chǔ)教育、職業(yè)教育、成人教育和人才開發(fā)、引進、利用等。第三部分為石柱縣人才資源開發(fā)中存在的問題及其成因的分析。第四部分為石柱縣人才資源開發(fā)的對策和建議。
[Abstract]:In the era of science and technology as the first productive force, human resources occupy an absolute primary position among the resources, in which the talent resources with science and technology as the carrier have become a powerful lever to regulate the economic and social development of various regions. It is of strategic significance to the development of society. At present, Shizhu County, as the only special county in Chongqing that integrates the three Gorges Reservoir area, ethnic minority areas, and the country's special difficulties counties, has taken advantage of the spring wind of the large-scale development of the country's western region, the construction of new rural areas, and the Wulingshan area's plan to tackle the major poverty relief problems. Great progress has been made. However, in the process of development, there are many deficiencies in solving the problem of human resources, which makes the development of the region face the bottleneck, especially the rational satisfaction of the demand for talents and the development and utilization of human resources. New problems to be solved. In this paper, the author tries to make a systematic analysis of the present situation, problems and causes of the development of human resources in Shizhu County from the angle of different disciplines such as economics, sociology and so on. And how to collect excellent talents and develop talent resources in Shizhu county development process to explore and choose the path for the local government to provide a certain theoretical basis and decision-making reference to promote the sustainable development of the economy and society of Shizhu County. The overall structure of this paper consists of four parts. The first part is the introduction, including the definition of related concepts, the current situation of domestic and foreign research. The second part is the current situation of talent resources development in Shizhu County. The contents include the stock, quality and current situation of development and utilization of talent resources in Shizhu County, including local basic education, vocational education, adult education and talent development, introduction and utilization, etc. The third part is the analysis of the problems and causes in the development of talent resources in Shizhu County. The fourth part is the countermeasures and suggestions for the development of talent resources in Shizhu County.
