【摘要】：在解讀城市規(guī)模劃分標(biāo)準(zhǔn)調(diào)整背景和意義的基礎(chǔ)上,著重提出要警惕標(biāo)準(zhǔn)調(diào)整后的不良響應(yīng),包括新一輪規(guī)劃調(diào)整的占地效應(yīng)、行政擴(kuò)城達(dá)標(biāo)升級(jí)、區(qū)域主體功能無(wú)序、發(fā)展不平衡加劇、城市問(wèn)題的集中爆發(fā)、市民幸福指數(shù)的降低等,這都嚴(yán)重影響到我國(guó)新型城鎮(zhèn)化的順利實(shí)施。為此,有針對(duì)性地提出了促進(jìn)城鎮(zhèn)規(guī)模健康有序的對(duì)策措施:在提高規(guī)劃、建設(shè)、管理水平的基礎(chǔ)上,應(yīng)以平等和諧的城市理念營(yíng)造科學(xué)發(fā)展的良好氛圍,以健全嚴(yán)格的法規(guī)政策約束無(wú)序擴(kuò)張的沖動(dòng),以改革創(chuàng)新的制度機(jī)制形成城市良性循環(huán)。
[Abstract]:On the basis of analyzing the background and significance of the adjustment of the standard of urban scale division, the paper puts forward emphatically that we should be alert to the adverse response after the adjustment of the standard, including the land occupation effect of the new round of planning adjustment, the upgrading of the administrative expansion of the city, and the disorder of the function of the main body of the region. The unbalance of development, the concentrated outbreak of urban problems and the decrease of citizen's happiness index have seriously affected the smooth implementation of new urbanization in China. Therefore, this paper puts forward some countermeasures to promote the healthy and orderly scale of cities and towns: on the basis of improving the level of planning, construction and management, a good atmosphere of scientific development should be created with the idea of equal and harmonious city. The impulse of disorderly expansion is restrained by strict laws and regulations, and the virtuous circle of the city is formed by the institutional mechanism of reform and innovation.
