【摘要】：城鄉(xiāng)一體化發(fā)展是中央正確把握城鄉(xiāng)發(fā)展關(guān)系作出的重大決策,是改變城鄉(xiāng)二元結(jié)構(gòu)、解決“三農(nóng)”問題的根本舉措。當(dāng)前,我國經(jīng)濟(jì)社會發(fā)展中存在的許多問題和困難,都與城鄉(xiāng)經(jīng)濟(jì)社會結(jié)構(gòu)不合理有關(guān),農(nóng)村發(fā)展滯后已成為制約國民經(jīng)濟(jì)持續(xù)健康快速發(fā)展的最大障礙。城鄉(xiāng)一體化發(fā)展戰(zhàn)略思想的提出,標(biāo)志著我們黨對工業(yè)化進(jìn)程中城鄉(xiāng)關(guān)系認(rèn)識的成熟,對科學(xué)發(fā)展內(nèi)涵的不斷深化以及對經(jīng)濟(jì)規(guī)律的正確把握,是黨在深刻總結(jié)幾十年來處理城鄉(xiāng)關(guān)系實際經(jīng)驗的基礎(chǔ)上提出的一項重大思路和舉措,是在新世紀(jì)新階段根據(jù)我國基本國情和經(jīng)濟(jì)社會發(fā)展現(xiàn)狀提出的新戰(zhàn)略,是解決城鄉(xiāng)發(fā)展問題的一個重大創(chuàng)新,具有豐富的思想理論價值與實踐意義。本文在分析國內(nèi)外城鄉(xiāng)一體化發(fā)展的基本理論及實踐的基礎(chǔ)上,對城鄉(xiāng)一體化、小城鎮(zhèn)等基本概念進(jìn)行了界定,并重點對縣域城鄉(xiāng)一體化的發(fā)展進(jìn)行了研究,從而成功的歸納出我國縣域城鄉(xiāng)一體化發(fā)展實踐。以長沙縣為例,從城鄉(xiāng)布局、產(chǎn)業(yè)發(fā)展、基礎(chǔ)設(shè)施,公共服務(wù),生態(tài)環(huán)境等五個一體化方面對長沙縣城鄉(xiāng)一體化發(fā)展進(jìn)行了規(guī)劃,并對長沙縣進(jìn)行了SWOT分析。最后提出了從科學(xué)規(guī)劃長沙縣城鄉(xiāng)一體化的設(shè)計,轉(zhuǎn)變長沙縣城鄉(xiāng)一體化的發(fā)展方式,改善長沙縣城鄉(xiāng)一體化的民本民生,夯實長沙縣城鄉(xiāng)一體化的基層基礎(chǔ),發(fā)展完善長沙縣城鄉(xiāng)一體化的體制建設(shè),完善長沙縣城鄉(xiāng)一體化社會保障制度等方面來推進(jìn)長沙縣城鄉(xiāng)一體化的發(fā)展。
[Abstract]:The integration of urban and rural development is a major decision made by the central government to correctly grasp the relationship between urban and rural development. It is also a fundamental measure to change the dual structure of urban and rural areas and to solve the "three rural" problems. At present, many problems and difficulties in the economic and social development of our country are related to the unreasonable economic and social structure of urban and rural areas, and the lag of rural development has become the biggest obstacle restricting the sustained, healthy and rapid development of the national economy. The development strategy of urban-rural integration indicates the maturity of our Party's understanding of urban-rural relations in the process of industrialization, the deepening of the connotation of scientific development and the correct understanding of economic laws. It is a major idea and measure put forward by the Party on the basis of a profound summary of the practical experience in dealing with the relationship between urban and rural areas in the past decades, and a new strategy put forward by the Party in the new century and in the new stage according to the basic conditions of our country and the present situation of economic and social development. It is an important innovation to solve the problem of urban and rural development, and has rich theoretical value and practical significance. Based on the analysis of the basic theory and practice of urban-rural integration at home and abroad, this paper defines the basic concepts of urban-rural integration and small town, and focuses on the development of urban-rural integration in county area. In order to successfully sum up our country county area urban and rural integration development practice. Taking Changsha County as an example, this paper plans the urban-rural integration of Changsha County from five aspects of urban and rural layout, industrial development, infrastructure, public service and ecological environment, and makes SWOT analysis of Changsha County. Finally, the author puts forward the scientific design of Changsha County urban-rural integration, changes the development mode of Changsha urban-rural integration, improves the people's livelihood of Changsha urban-rural integration, and rammed the grass-roots foundation of Changsha urban-rural integration. To promote the development of urban-rural integration in Changsha County, the system construction of urban-rural integration and the social security system of urban-rural integration in Changsha County should be improved.
