【摘要】：近年來,我國的公共基礎(chǔ)設(shè)施項目建設(shè)發(fā)展迅速,但隨著中國的城市化改革持續(xù)推進(jìn),公眾對基礎(chǔ)設(shè)施項目的需求不斷增長,同時國家財政資金不足的問題也日益突出,這成為制約我國公共事業(yè)進(jìn)一步發(fā)展的瓶頸。鑒于PPP模式可以提高效率、有效的緩解資金壓力的優(yōu)勢,因此越來越多的項目采用PPP模式提供基礎(chǔ)設(shè)施和公共服務(wù)。同時,伴隨著國家公共基礎(chǔ)設(shè)施發(fā)展的需要,當(dāng)前國家也在積極推進(jìn)政府采購觀念的轉(zhuǎn)變,更加注重采購的資金價值。并非所有的基礎(chǔ)設(shè)施項目都適合采用PPP模式,在某些情況下有些項目盲目采用PPP模式或許還沒有傳統(tǒng)政府融資方式更為節(jié)約和高效,最終損失的還是公眾利益。因此,對于項目是否應(yīng)該采用PPP模式,以及采用何種具體PPP形式,應(yīng)該建立科學(xué)的決策機(jī)制,進(jìn)行合理分析和充分論證,才能更好的利用政府資金,符合科學(xué)發(fā)展的客觀需求 本文針對PPP模式在我國發(fā)展現(xiàn)狀以及應(yīng)用現(xiàn)狀進(jìn)行分析,梳理總結(jié)當(dāng)前我國PPP項目前期決策過程在法律政策體系、監(jiān)管機(jī)制、評價方法等方面的問題。并對國外發(fā)達(dá)國家以及發(fā)展中國家和地區(qū)PPP模式應(yīng)用的具體做法進(jìn)行梳理分析；在此基礎(chǔ)上,基于非自償性PPP項目的特點,構(gòu)建適合我國的非自償性PPP項目PSC指標(biāo)體系、非自償性PPP項目外部效益定性評價體系,最終建立基于VFM非自償性PPP項目決策機(jī)制。最后立足當(dāng)前我國PPP項目的應(yīng)用現(xiàn)狀,借鑒國外的先進(jìn)經(jīng)驗,對我國改善PPP項目的實施環(huán)境提出合理化的政策建議。
[Abstract]:In recent years, the construction of public infrastructure projects in China has developed rapidly. However, with the continuous development of urbanization reform in China, the public demand for infrastructure projects has been increasing, and the problem of insufficient national financial funds has become increasingly prominent. This becomes the bottleneck that restricts the further development of our country's public utility. In view of the advantages of PPP mode which can improve efficiency and effectively relieve financial pressure, more and more projects adopt PPP mode to provide infrastructure and public services. At the same time, with the needs of the development of national public infrastructure, the government is actively promoting the concept of government procurement, and pay more attention to the value of procurement funds. Not all infrastructure projects are suitable for the PPP model. In some cases, some projects blindly adopt the PPP model, which may not be more economical and efficient than traditional government financing, and ultimately the public interest is lost. Therefore, whether the project should adopt the PPP model and what kind of specific PPP form should be adopted, we should establish a scientific decision-making mechanism, reasonable analysis and full demonstration, in order to make better use of government funds and meet the objective needs of scientific development. This paper analyzes the current situation and application of PPP model in our country, and summarizes the problems in the legal policy system, supervision mechanism, evaluation method and so on. On the basis of the analysis of the application of PPP model in developed countries and developing countries and regions, based on the characteristics of non-compensatory PPP projects, the PSC index system of non-self-compensatory PPP projects is constructed, which is suitable for our country. The qualitative evaluation system of external benefit of non-compensatory PPP project is established, and the decision-making mechanism of non-self-compensated PPP project based on VFM is established finally. Finally, based on the current situation of the application of PPP projects in our country, and drawing on the advanced experience of foreign countries, this paper puts forward some rational policy suggestions for improving the implementation environment of PPP projects in China.
