【摘要】：任何一個(gè)步入現(xiàn)代化進(jìn)程的國家,城市化都是一個(gè)需要直接面對卻不可回避的話題,我國目前正在處在社會(huì)急劇轉(zhuǎn)型階段,加上還是個(gè)農(nóng)業(yè)大國,應(yīng)要更加重視它的存在。隨著經(jīng)濟(jì)、社會(huì)、文化的發(fā)展,城市對我國現(xiàn)代化建設(shè)具有重大的作用,城市已然成為推動(dòng)我國經(jīng)濟(jì)、文化發(fā)展的強(qiáng)勁動(dòng)力。鄉(xiāng)鎮(zhèn)政府在推動(dòng)城鄉(xiāng)一體化發(fā)展,加快城市化進(jìn)步的作用十分重要。鄉(xiāng)鎮(zhèn)政府所在的小城鎮(zhèn)是城鄉(xiāng)的結(jié)合體,是連結(jié)城鄉(xiāng)的橋梁,起著傳播城市文明,誘導(dǎo)農(nóng)村生產(chǎn)、生活方式改變的雙重作用,其發(fā)展既可以促進(jìn)農(nóng)業(yè)人口的非農(nóng)化,又能夠協(xié)調(diào)推進(jìn)農(nóng)村工業(yè)化與農(nóng)村城市化。 政府職能轉(zhuǎn)變是推動(dòng)廈門市翔安區(qū)新店鎮(zhèn)城市化健康發(fā)展的必要手段,新店鎮(zhèn)政府職能轉(zhuǎn)變的探索對廈門市其他鄉(xiāng)鎮(zhèn)城市化進(jìn)程中政府職能轉(zhuǎn)變具有先導(dǎo)示范作用。本文旨在通過改革探索,以翔安區(qū)新店鎮(zhèn)為例,找到解決城市化進(jìn)程中體制障礙的有效辦法,為廈門市其他鄉(xiāng)鎮(zhèn)發(fā)展過程提供經(jīng)驗(yàn)借鑒。在闡述論文研究目的意義的基礎(chǔ)上,回顧了國內(nèi)外已有的文獻(xiàn),剖析了城市化進(jìn)程中新店鎮(zhèn)政府職能現(xiàn)狀,對現(xiàn)階段新店鎮(zhèn)政府職能轉(zhuǎn)變存在的主要問題及其產(chǎn)生原因進(jìn)行分析。文章的最后提出了翔安區(qū)新店鎮(zhèn)政府應(yīng)如何明確職能定位,轉(zhuǎn)變政府職能的具體措施和具體對策。 本文主要可以分為以下六個(gè)部分： 第一部分是緒論,作者對文章選題的緣起,研究目的、意義和內(nèi)容等進(jìn)行介紹,同時(shí)介紹了本論文的方法和研究路線等。 第二部分是對國內(nèi)外相關(guān)已有文獻(xiàn)的回顧和奠定本文章理論基礎(chǔ)。 第三部分剖析了城市化進(jìn)程中新店鎮(zhèn)政府職能現(xiàn)狀,在介紹了廈門市翔安區(qū)新店鎮(zhèn)的概況、行政機(jī)構(gòu)設(shè)置及其城市化現(xiàn)狀的基礎(chǔ)上,重點(diǎn)分析廈門市翔安區(qū)城市化概況及其對政府職能轉(zhuǎn)變的影響；隨后闡述了新店鎮(zhèn)政府職能轉(zhuǎn)變的現(xiàn)狀,主要包括根據(jù)城市化的要求,加大機(jī)構(gòu)調(diào)整力度,持續(xù)深入自身建設(shè)；致力于新城建設(shè),加速推進(jìn)城市化進(jìn)程；社會(huì)保障體系和社會(huì)救助體系進(jìn)一步完善；環(huán)境治安綜合治理；提升教育發(fā)展水平等方面。 第四部分是對現(xiàn)階段新店鎮(zhèn)政府職能轉(zhuǎn)變存在的主要問題及其產(chǎn)生原因進(jìn)行分析。改革開放以來,在翔安區(qū)新店鎮(zhèn)政府的推動(dòng)作用下,翔安區(qū)新店鎮(zhèn)的城市化進(jìn)入快速增長時(shí)期：城市人口持續(xù)增長,城市規(guī)模不斷擴(kuò)大,產(chǎn)業(yè)結(jié)構(gòu)日益優(yōu)化,市民收入穩(wěn)步提高。與此同時(shí),翔安區(qū)新店鎮(zhèn)政府在城市化進(jìn)程中的某些行為也存在問題,如管理理念和服務(wù)水平落后、公民參與意識(shí)淡��；鄉(xiāng)鎮(zhèn)職能定位不清,出現(xiàn)“錯(cuò)位”、“越位”、“缺位”等現(xiàn)象：公共設(shè)施投入不足；決策能力較低,規(guī)劃欠科學(xué)以及鄉(xiāng)鎮(zhèn)干部隊(duì)伍素質(zhì)偏低,對鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的認(rèn)識(shí)不足等。 第五部分,文章提出了新店鎮(zhèn)政府職能轉(zhuǎn)變的對策,認(rèn)為新店鎮(zhèn)應(yīng)該通過轉(zhuǎn)變執(zhí)政理念,建設(shè)服務(wù)型鄉(xiāng)鎮(zhèn)政府；明確政府職能定位；深化機(jī)構(gòu)改革,構(gòu)建完善的組織體系；轉(zhuǎn)變工作方式,創(chuàng)新工作內(nèi)容；建立鄉(xiāng)鎮(zhèn)政府績效考核體系等一系列措施來進(jìn)行鎮(zhèn)政府職能的轉(zhuǎn)變。 第六部分為研究結(jié)論和研究展望。
[Abstract]:Any country that enters the process of modernization, urbanization is a topic that needs to be faced directly but cannot be avoided. At present, China is in a stage of rapid social transformation, as well as a big agricultural country. We should pay more attention to its existence. With the development of economy, society and culture, the city has a great role in the modernization of our country. The city has become a powerful motive force to promote the economic and cultural development of our country. The township government plays a very important role in promoting the integration of urban and rural areas and accelerating the urbanization progress. The small towns and towns of the township government are the combination of urban and rural areas, the bridge linking the urban and rural areas, the communication of urban civilization, the induction of rural production and the change of life style. The dual role of development can not only promote the non farming of agricultural population, but also coordinate the promotion of rural industrialization and rural urbanization.
The transformation of government functions is a necessary means to promote the healthy development of the city of new town in Xiangan District of Xiamen. The exploration of the transformation of the functions of the government of the new town government has a pilot role in the transformation of government functions in the urbanization process of other towns in Xiamen. This article aims to find a solution to the process of urbanization through the exploration of the reform of the new town in Xiangan. The effective method of the institutional obstacle is to provide experience for the development process of other villages and towns in Xiamen. On the basis of expounding the significance of the purpose of the research, the existing literature at home and abroad is reviewed, the status of the function of the new town government in the process of urbanization is analyzed, the main problems and the reasons for the transformation of the functions of the new town government in the present stage are also analyzed. Finally, the article puts forward the specific measures and specific countermeasures for the government of Xiangan district to make clear the function orientation and transform the government functions.
This paper can be divided into the following six parts:
The first part is an introduction. The author introduces the origin, purpose, significance and content of the topic selection, and introduces the method and research route of the thesis.
The second part is the review of relevant literatures both at home and abroad and laying the theoretical foundation for this article.
The third part analyzes the status quo of the government functions of the new town in the process of urbanization, introduces the general situation of the new town in Xiangan District of Xiamen, and on the basis of the establishment of the administrative organization and the present situation of urbanization, focuses on the analysis of the general situation of the Urbanization in Xiangan District of Xiamen and its influence on the transformation of the government function, and then expounds the transformation of the functions of the government of the new store town. The current situation, mainly including the requirements of urbanization, increase the adjustment of institutions, continue to deepen their own construction, work on the construction of new towns, accelerate the process of urbanization, the further improvement of the social security system and social assistance system, the comprehensive management of environmental security, and the promotion of the level of education development.
The fourth part is the analysis of the main problems and causes of the transformation of the functions of the new town government at the present stage. Since the reform and opening up, the urbanization of new store town in Xiangan district has entered a period of rapid growth under the impetus of the Xiangan District new store town government: the urban population continues to grow, the city scale is expanding, and the industrial structure is becoming more and more excellent. At the same time, the people's income has been steadily improved. At the same time, some behavior in the process of urbanization in Xiangan new store town government also has problems, such as backward management concept and service level, weak awareness of citizen participation, poor positioning of township functions, "dislocation", "offside", "vacancy", and so on: inadequate investment in public facilities; decision making Less power, less planning and low quality of township cadres, lack of knowledge about the transformation of township government functions.
The fifth part, the article puts forward the Countermeasures of the transformation of the government functions of the new town. It is believed that the new town should change the concept of governance, build a service type township government, clear the position of the government function, deepen the reform of the organization, build a perfect organization system, change the work mode, innovate the work content, and establish the performance appraisal system of the township government and so on. A series of measures to carry out the transformation of the functions of the town government.
The sixth part is the research conclusion and the research prospect.
