【摘要】：我國(guó)歷來高度重視城鎮(zhèn)化發(fā)展問題，特別是進(jìn)入新世紀(jì)以來，政府做出了一系列重大決策、部署和規(guī)劃，城鎮(zhèn)化發(fā)展取得了明顯成就。城鎮(zhèn)化問題不僅是拓展就業(yè)、全面建設(shè)小康社會(huì)的必由之路，而且將會(huì)成為21世紀(jì)影響我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的一項(xiàng)重大戰(zhàn)略性問題。然而，面對(duì)政府在以往城鎮(zhèn)化發(fā)展中角色定位的越位、缺位甚至錯(cuò)位問題，直接制約了城鎮(zhèn)化的健康發(fā)展�；凇笆濉币�(guī)劃在發(fā)展新型城鎮(zhèn)化方面的要求，基于十八大提出關(guān)于要加快推進(jìn)城鎮(zhèn)化進(jìn)程，建設(shè)以城鎮(zhèn)化為載體的小康社會(huì)的新要求，，基于2014年中央經(jīng)濟(jì)工作會(huì)議和農(nóng)村工作會(huì)議提出的打造高質(zhì)量的新型城鎮(zhèn)化，推進(jìn)產(chǎn)業(yè)城鎮(zhèn)一體化發(fā)展，將城鎮(zhèn)化作為拓展農(nóng)民再就業(yè)空間的要求。在這種背景下，要求我國(guó)各級(jí)政府要在城鎮(zhèn)化發(fā)展中正確有效的定好自己的角色，充當(dāng)好引導(dǎo)者和服務(wù)者的角色，通過不斷轉(zhuǎn)變政府職能，努力實(shí)現(xiàn)城鄉(xiāng)一體和諧的發(fā)展局面。因此，論文對(duì)城鎮(zhèn)化發(fā)展中政府角色再定位的研究不僅具有重要的理論價(jià)值，而且具有重要的實(shí)踐指導(dǎo)意義。 論文首先在梳理大量文獻(xiàn)資料的基礎(chǔ)上，對(duì)城鎮(zhèn)化、新型城鎮(zhèn)化及政府角色等概念的內(nèi)涵進(jìn)行界定，闡述了對(duì)本研究有指導(dǎo)意義的二元結(jié)構(gòu)、人口流動(dòng)與城鎮(zhèn)化、政府角色定位等相關(guān)理論；其次，深入分析了我國(guó)城鎮(zhèn)化的發(fā)展現(xiàn)狀及新要求，進(jìn)而提出善治政府的新理念，并論述了政府在城鎮(zhèn)化發(fā)展中再定位的必要性；再次，在回顧我國(guó)政府在城鎮(zhèn)化發(fā)展中所扮演角色基礎(chǔ)上，指出政府角色定位存在的問題，并分析了存在問題的原因；最后，針對(duì)我國(guó)政府角色定位在城鎮(zhèn)化發(fā)展中的不足，借鑒國(guó)外發(fā)達(dá)國(guó)家在城鎮(zhèn)化發(fā)展中的成功經(jīng)驗(yàn)，從管規(guī)劃、管服務(wù)、管社會(huì)、管環(huán)境以及承擔(dān)制度提供者、政策規(guī)劃的制定者、監(jiān)管者、城鎮(zhèn)化發(fā)展的引導(dǎo)者、社會(huì)服務(wù)者等角色提出了完善我國(guó)政府在城鎮(zhèn)化發(fā)展中角色定位的對(duì)策建議。
[Abstract]:China has always attached great importance to the development of urbanization, especially in the new century, the government has made a series of important decisions, plans and plans, urbanization development has made obvious achievements. Urbanization is not only the only way to expand employment and build a well-off society in an all-round way, but also a major strategic issue that will affect the economic and social development of our country in the 21st century. However, in the face of the offside, absence and even dislocation of the government's role in the development of urbanization, the healthy development of urbanization is restricted directly. Based on the requirements of the 12th Five-Year Plan for the development of a new type of urbanization, and based on the new requirements put forward by the 18th National Congress on accelerating the process of urbanization and building a well-off society with urbanization as its carrier, Based on the 2014 Central Economic work Conference and the Rural work Conference to create a new type of high-quality urbanization, promote the integration of industrial and urban development, urbanization as a demand to expand the employment space of farmers. Under this background, the governments at all levels of our country should correctly and effectively determine their own roles in the development of urbanization, act as good guides and service providers, and strive to realize the harmonious development of urban and rural areas through the continuous transformation of government functions. Therefore, the thesis not only has the important theoretical value, but also has the important practice instruction significance to the government role reorientation research in the urbanization development. Firstly, on the basis of combing a large amount of literature, the paper defines the connotation of urbanization, new urbanization and the role of government, and expounds the dual structure, population flow and urbanization, which are of guiding significance to this study. Secondly, it deeply analyzes the development status and new requirements of urbanization in China, then puts forward the new concept of good governance government, and discusses the necessity of government repositioning in the development of urbanization. On the basis of reviewing the role played by the government in the development of urbanization, this paper points out the problems existing in the localization of the government's role, and analyzes the reasons for the problems, finally, aiming at the deficiency of the role orientation of the government in the development of urbanization, Drawing on the successful experience of foreign developed countries in the development of urbanization, from the management of planning, management of services, management of society, management of the environment and responsibility system providers, policy planning makers, regulators, the guide of urbanization development, The role of social service provider puts forward countermeasures and suggestions to perfect the role of our government in the development of urbanization.
