【摘要】：隨著人們生活水平的提高，以及我國市場化、城市化、工業(yè)化、國際化的加快推進(jìn)，人們對于公共需求大幅度提高，，不過，目前政府提供的公共品和服務(wù)還達(dá)不到公共需求。在我國政府資金有限，但基礎(chǔ)設(shè)施建設(shè)的投資需求很大的情況下，績效管理在基礎(chǔ)設(shè)施項(xiàng)目的建設(shè)方面顯得更為重要。 從宏觀方面上說，基礎(chǔ)設(shè)施項(xiàng)目建設(shè)的績效管理對于優(yōu)化社會資源的配置具有意義；從微觀方面上說，基礎(chǔ)設(shè)施項(xiàng)目建設(shè)的績效管理對于項(xiàng)目收益的最大化具有意義。決策的好壞對于國民經(jīng)濟(jì)整體的發(fā)展和增長，或是對于企業(yè)的生存和發(fā)展均有著十分重要的意義。 作為績效管理的重要依據(jù)的績效評估，對于增強(qiáng)固定資產(chǎn)投資的宏觀調(diào)控，對基礎(chǔ)設(shè)施項(xiàng)目能否達(dá)到預(yù)期的社會效益、經(jīng)濟(jì)效益起著決定作用，增加國家相關(guān)部門公共服務(wù)的效率，提高投資決策的科學(xué)化水準(zhǔn)，提升政府形象，優(yōu)化投資結(jié)構(gòu)，減少和規(guī)避投資風(fēng)險(xiǎn)，充分發(fā)揮投資效益，指導(dǎo)和促進(jìn)各類資源合理配置，起著重要作用。 本文在對國內(nèi)外文獻(xiàn)進(jìn)行研究的基礎(chǔ)上，探討了論文的背景和意義，并分析了相關(guān)的理論基礎(chǔ)，這包括政府績效管理理論以及系統(tǒng)論。通過這部分研究，對城市基礎(chǔ)設(shè)施以及績效管理等的內(nèi)涵、特點(diǎn)等有了客觀的認(rèn)識。其次本文探討了城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)績效管理的現(xiàn)狀以及現(xiàn)有的一些問題，對城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)主要的發(fā)展模式進(jìn)行了分析，并深入研究了城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)績效管理目前取得的成效及存在的問題，為論文接下來的研究提供了基礎(chǔ)。再次，本文研究了城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)績效管理幾個(gè)維度，分別探討了城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)與經(jīng)濟(jì)增長、環(huán)境保護(hù)及創(chuàng)新優(yōu)化之間的作用，按照一定的原則和方法，建立了相關(guān)的評價(jià)指標(biāo)體系。最后通過對濱州市城市基礎(chǔ)設(shè)施項(xiàng)目建設(shè)中的對策分析，評價(jià)績效管理取得的成效。
[Abstract]:With the improvement of people's living standard and the acceleration of marketization, urbanization, industrialization and internationalization of our country, the public demand has been greatly increased, but the public goods and services provided by the government have not reached the public demand. Performance management is more important in the construction of infrastructure projects under the condition that the government funds are limited, but the investment demand of infrastructure construction is very large. From the macro point of view, the performance management of infrastructure project construction has significance for optimizing the allocation of social resources, and from the micro aspect, the performance management of infrastructure project construction has significance for the maximization of project income. The decision is of great significance for the development and growth of the national economy as a whole, or for the survival and development of enterprises. As an important basis of performance management, performance evaluation plays a decisive role in strengthening the macro-control of fixed assets investment, whether infrastructure projects can achieve the expected social benefits and economic benefits. To increase the efficiency of public services of relevant state departments, to raise the scientific level of investment decisions, to enhance the image of the government, to optimize the investment structure, to reduce and avoid investment risks, to give full play to investment benefits, and to guide and promote the rational allocation of all kinds of resources. Play an important role. Based on the study of domestic and foreign literature, this paper discusses the background and significance of the paper, and analyzes the relevant theoretical basis, including the theory of government performance management and system theory. Through this part of the study, there is an objective understanding of the connotation and characteristics of urban infrastructure and performance management. Secondly, this paper discusses the current situation of performance management of urban infrastructure projects and some existing problems, and analyzes the main development models of urban infrastructure projects. It also deeply studies the achievements and problems of performance management of urban infrastructure projects, which provides the basis for the next research. Thirdly, this paper studies several dimensions of performance management of urban infrastructure project construction, discusses the role of urban infrastructure project construction and economic growth, environmental protection and innovation optimization, according to certain principles and methods. The evaluation index system is established. Finally, through the analysis of the countermeasures in the construction of Binzhou city infrastructure projects, the achievements of performance management are evaluated.
